The primary purpose of this position is to provide business analysis, system analysis, programming, and production support to complex systems within the organizational unit. This position requires a high degree of business and technical knowledge with significant practical experience in information systems activities, which may include but is not limited to, systems analysis, design, modeling and programming. This position requires excellent communication, analytical and organization skills and the ability to translate business and technical ideas and issues into clear and concise language. Duties include client needs assessment as well as evaluating hardware availability and software requirements. 

The role of this position will include:

  • Participating in requirement gathering sessions, developing requirements, writing specifications, designing new programs, analyzing, and modifying existing programs, debugging multifaceted programs, performing system administration/configuration, participating in code review, writing test plans, and conducting testing;
  • Producing deliverables for all phases of the software development lifecycle from functional requirements through final implementation;
  • Providing production application support;
  • Participating in effort planning with clients, technical leads, and organizational unit management;
  • Participating in planning sessions with clients and technical leads for specific modifications and enhancements to applications; status reporting; monitoring work efforts for quality assurance; ensuring adherence to procedures;
  • Performing application assessment and performance monitoring to identify and correct avoidable production interruption.
  • This position is expected to work with stakeholders and provide analysis/programming/testing and support over one or more applications in a team environment developing deliverables, solving common problems, and providing successful automation solutions to meet various business requirements.
  • On call and overtime may be required, depending on client automation needs. Specific/specialty duties will be assigned to this position as required to meet business needs.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Documented knowledge of programming techniques and languages- Microsoft .NET, C#, MVC, AngularJS, Angular, jQuery, Bootstrap, WebAPI, ASP.NET, VB.NET, Classic ASP, Entity Framework 5 and above, HTML, XML, CSS, XSL, JavaScript, VBScript, AJAX, web services standards(SOAP,UDDI,WSDL and HTTP)
  • Demonstrated technical knowledge with Database Platform and Tools- Microsoft SQL Server 2019 and above, MySQL 8.0 and above, design and support relational database structures and writing Stored Procedures / SQL scripts for database queries
  • Working knowledge of Application architectures, tools, and frameworks- Microsoft Visual Studio 2019, and above, including Microsoft .NET framework, .NET Core, Microsoft IIS, Claim based authentication using Azure Security Assertion Markup Language (SAML)
  • Working knowledge of Network Protocols- SFTP, TCP/IP
  • Proven experience using reporting platforms- Microsoft SQL Server Reporting (SSRS), Crystal Reports
  • Demonstrated experience with proficiency in Microsoft Office- Word, Excel and PowerPoint
  • Demonstrated experience with proficiency in Jira and Confluence

Management Preferences (if applicable):

  • Documented experience of Smartsheet.
  • Demonstrated knowledge of Microsoft Power Platform- Power Apps and Power Automate.
  • Documented knowledge of the North Carolina Financial System (NCFS)

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution, 

or  

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development, 

or  

High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; 

or

an equivalent combination of education and experience.
