This temporary position is located in Raleigh - Wake County.

Job Order Hourly Rate of Pay: $65.00 (Based on education and/or years of relevant work experience reflected on the application).

This temporary position will be assigned to the Department of Health and Human Services. This position is Remote.

The HL7 Interface Development Specialist is responsible for the design, development, testing, support and maintenance of application integrations and infrastructure supporting mission critical clinical and business processes at NC DHHS Division of State Operated Healthcare Facilities (DSOHF). The position is responsible for building integration solutions using HL7, SFTP, SOAP and RESTful Web Services, and Mirth Connect. The HL7 Interface Development Specialist collaborates with analysts/engineers/developers for the design, development, implementation, and maintenance of HL7, Web Services and other integration services using Mirth Connect integration engine platform. This position will support Electronic Health Records (EHR) implementation by creating and managing HL7 data feeds between Mirth Connect and third-party applications within DSOHF. The primary responsibility is development and implementation of interfaces on the enterprise interface engine between DSOHF's EHR system, departmental clinical and business applications, external business partners and regulatory agencies. Additionally, this role performs post-implementation interface related activities including interface monitoring, develops enhancements, performs data analysis and issue resolution, and supports upgrade activities. Experience preferred with Mirth Connect.

  • Thorough knowledge to provide system administration duties, system analysis and/or

programming, and extensive knowledge of relational databases and business enterprise systems.

  • Thorough knowledge of specific computer environments and a broad range of programming and/or development languages with ability to learn emerging programming languages.

  • Thorough knowledge and ability to devise or modify procedures to solve complex problems considering computer equipment capacity and limitations.

  • Ability to plan and manage the integration and implementation of new technology, solve highly technical and complex problems while guiding and directing projects through completion.

  • Ability to lead applications related projects involving multiple staff across specialty areas.

  • Ability to independently manage project timelines, resources, and/or staff and lead implementation efforts.

  • Intermediate knowledge of the market, industry, and competitors that have an impact on the customer's business.

  • Strong communication skills to interact with operations team members, production, support, implementation, infrastructure, and development teams.

  • Ability to develop long-range strategic alternatives and build client support of organization's objectives.

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or

Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or

High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
