Applications Systems Analyst II.

The primary responsibility of the Application Systems Analyst II is to perform a variety of technical operational duties in software development, integration, and support of the iNovah Payment Card Software (IPCS) and AQURIT remittance processing solution. The Application Systems Analyst II is an advanced-level position and requires the employee to work with minimal supervision for this level.

Areas of responsibility include:

  • This position supports the Division of Motor Vehicles (DMV) & Fiscal business needs to accept card-present credit, PIN-debit, and PIN-less debit card transactions at various customer service counters at DMV locations statewide.

  • The position ensures the card payment solution is operational with the main DMV Line of Business systems, State Titling, and Registration System (STARS), the International Registration Plan and Motor Carrier (IRP/MC) system, the State Automated Driver License System (SADLS), and the vendor solutions to process card payments.

The Department of Information Technology (DIT) serves as the Technology Center for the State of NC. Services that DIT provides reach a client base of state and local government agencies, as well as schools, colleges, and universities. Knowledge, Skills and Abilities / Competencies

  • Thorough knowledge to provide system administration duties, system analysis and/or programming, and extensive knowledge of relational databases and business enterprise systems.

  • Thorough knowledge of specific computer environments and a broad range of programming and/or development languages with the ability to learn emerging programming languages.

  • Thorough knowledge to serve as a technical resource in solving problems of high complexity.

  • Ability to plan and manage the integration and implementation of new technology, solving highly technical and complex problems while guiding and providing the direction for projects through completion.

  • Strong communication skills to interact with operations team members, production, support, implementation, infrastructure, and development teams.

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Credit card point of sale experience.

  • Service Now incident and change management experience

Minimum Education and Experience Requirements

Bachelor's degree in Computer Science or an IT-related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development;

OR

Associate degree in Computer Science or an IT-related field from an appropriately accredited institution and three years of experience in application consulting or development;

OR

High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
