We currently have an opening for an Applications Systems Analyst II.

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

The Service Administration team develops and manages short- and long-term budget plans for enterprise level Statewide services. This group works independently and with Service Owners to design (or redesign) technical systems specifications used for procurement of enterprise solutions for Statewide services. Service Administration provides support for complex issues and client engagement teams in formulating enterprise solutions and exploring new services and works with Service Owners on the procurement of equipment, maintenance, and services in support of Statewide solutions. Using expert knowledge of the services and service components, the Service Administration team develops rate models, manages vendors, develop/negotiate contracts, and reviews billing.

The Applications Systems Analyst is a technical and analytical position within Service Administration for developing, designing, and supporting business intelligence functions for enterprise planning for all services with DIT. This position provides input and analysis to Service Administration, service owners, and senior leadership regarding the business and systems needs for enterprise level services. This position provides input and analysis to our internal group of Service Administrators, service owners (other groups within and outside of the Infrastructure Operations organization) and senior leadership regarding the business and systems needs for enterprise level services.

Duties include, but are not limited, to:

  • Develops and modifies solutions for complex projects to support short and long-term budget development and monitoring for enterprise services provided by DIT
  • One example of this is the data gathering and reporting of monthly financials for each service using Microsoft BI
  • A second example is the compilation of billing for all services into a single file that is used in rate models and the agency impact analysis of all rate changes

Develops programming for analyzing complex billing solutions for multiple enterprise service areas using Microsoft BI, Tableau, or similar applications

Leads complex projects involving multiple staff across specialty areas

Knowledge, Skills and Abilities / Competencies

Applicants must meet both the Education Requirements and ALL Knowledge, Skills and Abilities (KSAs) listed below in order to qualify. Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:

  • Substantial knowledge to provide system administration duties, system analysis and programming (scripting), and extensive knowledge of relational databases and business enterprise systems. Excel, Power Query, VBA , SQL Server, and the Microsoft suite of products

  • Ability to document work

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Ability to write clear documentation

  • Understanding of budgeting

  • Python Scripting

  • Application DBA experience

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development


Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development


High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development


An equivalent combination of education and experience
