The NC Department of Health and Human Services (DHHS) IT Division provides enterprise information technology leadership to the department, counties, other state agencies, and their partners so that they can leverage technology, resulting in the delivery of consistent, cost effective, reliable, accessible and secure services.

The primary purpose of this position is to provide business analysis, system analysis, programming, to complex systems within the organizational unit. The role of this position may include, but is not limited to:

  • Lead or participate in requirement gathering sessions, develop requirements, design new complex programs, analyze and modify existing programs, debug multifaceted programs, perform system administration/configuration, write specifications, lead or participate in code review, write test plans and conduct testing

  • Produce deliverables for all phases of the software development lifecycle from functional requirements through final implementation

  • Provide production application support

  • Participate in effort planning with clients, technical leads, and organizational unit management

  • Conduct planning sessions with clients for specific modifications and enhancements to intricate applications

  • Conduct status reporting

  • Monitor work efforts for quality assurance Ensure adherence to procedures

  • Perform advanced application assessment and performance monitoring in order to identify and correct avoidable production interruption

  • On call and overtime may be required, depending on client automation needs

This position is expected to work with stakeholders, provide team leadership and provide analysis/programming/testing and support over one or more applications in a team environment developing deliverables, solving common problems, and providing successful automation.

DHHS IT Division's primary information technology services are Application Management, Project Management, Privacy and Security, Financial Management, Health Information Technology, Infrastructure and Service Management.

Knowledge, Skills and Abilities / Competencies

  • Thorough knowledge of specific computer environments and a broad range of programming and/or development languages with ability to learn emerging programming languages.

  • Thorough knowledge to provide system administration duties, system analysis and/or programming, and extensive knowledge of relational databases and business enterprise systems.

  • Knowledge and ability to devise or modify procedures to solve complex problems considering computer equipment capacity and limitations.

  • Thorough knowledge to serve as a technical resource in solving problems of high complexity.

Management Preferences:

  • Demonstrated experience in systems development to include understanding of the system development life cycle; software project management approaches and requirements, design, and test techniques

  • Advanced demonstrated experience in Cloud Technologies like AWS, Azure

  • Advanced Experience with Spring Boot Framework, Angular, JSON, JAXB, JAX-WS, JAX-RS, JPA, Java EE, JavaScript, CSS and Gradle.

  • Experience with Web Services (REST, SOAP)

  • Demonstrated understanding of enterprise architectural patterns

  • Experience working with Oracle Databases.

  • Proven ability to communicate, emphasize methodology, model and govern, and effectively interact with a broad range of technical and non-technical team members

  • Experience working with Agile methodology

  • Additional preferred knowledge, skills, abilities, training experience: Programming techniques and languages (Object Oriented Design, IIS);

  • Experience with React framework.

  • Ability to plan and manage the integration and implementation of new technology, solving highly technical and complex problems while guiding and providing the direction for projects through completion.

  • Ability to lead applications related projects involving multiple staff across specialty areas.

  • Ability to independently manage project timelines, resources, staff and leads implementation efforts.

  • Understands the market, industry and competitors that have an impact on the customer's business.

  • Strong communication skills to interact with operations team members, production, support, implementation, infrastructure, and development teams.

  • Ability to develop long-range strategic alternatives and build client support of organization's objectives.

Minimum Education and Experience Requirements

Bachelor's degree in Computer Science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development;

OR

Associate degree in Computer Science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development;

OR

High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development;

OR

An equivalent combination of education and experience.

Telework options are subject to change at the discretion of management.</p><p>The Standards Division is a regulatory agency responsible for enforcing the North Carolina Weights and Measures Act (G.S. 81A), the Gasoline and Oil Inspection Law (G.S. 119), and the LP-Gas Inspection Law (G.S. 119 Article 5).</p><p>We are seeking a motivated self-starter with strong analytical skills who can gain understanding of existing systems, tools, designs, and available technology and then participate in the planning, estimation, design, and development of new initiatives, including the migration of legacy systems to take advantage of current technology. This position works with division staff and management to translate business and functional requirements into technical specifications, define scope and objectives and develop solutions to ensure requirements are met; design, implement and deliver solutions, either independently or collaboratively with software vendors or IT staff from other divisions, with limited direct supervision, including requirements gathering, design, coding, testing, and post-production support. Provide first-line IT support for division staff, including remote support for field inspectors via phone or the Beyond Trust Representative Console.
