The mission of the North Carolina Community College System (NCCCS) is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals by providing:

The NCCCS is comprised of 58 community colleges serving 100 North Carolina counties and supported by the System Office located in Raleigh, NC.

The Technology Solutions and Distance Learning Division supports this mission by providing modern business automation solutions for the System Office and 58 community colleges.

This position is responsible for designing, developing, and deploying ServiceNow solutions. ServiceNow is the primary Information Technology Service Management (ITSM) and Information Technology Business Management (ITBM) platform in use by the NCCCS.

Successful candidates will be proficient in JavaScript and HTML. This position is part of the NCCCS Information Technology Service Management team supporting the ServiceNow platform.

Knowledge, Skills and Abilities / Competencies

  • Functional and technical experience maintaining, upgrading, and implementing SAAS solutions.

  • Demonstrated JavaScript and HTML experience.

  • Working knowledge of Business Rules, Client Scripts, User Interface (UI) Actions, Access Control Lists, UI Policies, Portal Pages, UI Pages.

  • Experience with systems interoperability and integrations.

  • Understanding of industry standard coding and design guidelines and best practices.

  • The ability to work efficiently and effectively in both small teams and independently.

  • Ability to provide technical assistance and training to end users.

  • Create, document, operate, and maintain solutions, processes and procedures within the capacity and limitations of application platforms.

  • Strong organizational, time management, and communication skills to prioritize work and adapt to unanticipated changes.

PREFERENCES:

  • Experience with higher education business, technical, and functional automation.

  • Experience with scripting and development in ServiceNow.

  • Experience with CSS, Angular, AJAX, and SQL.

  • Experience configuring flow designs or workflows in ServiceNow.

  • Ability to apply information technology security best practices as defined in the North Carolina Statewide Security standards, policies, and procedures.

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development or High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.

This group works independently and with Service Owners to design (or redesign) technical systems specifications used for procurement of enterprise solutions for Statewide services. Service Administration provides support for complex issues and client engagement teams in formulating enterprise solutions and exploring new services and works with Service Owners on the procurement of equipment, maintenance, and services in support of Statewide solutions. Using expert knowledge of the services and service components, the Service Administration team develops rate models, manages vendors, develop/negotiate contracts, and reviews billing.</p><p>The Applications Systems Analyst is a technical and analytical position within Service Administration for developing, designing, and supporting business intelligence functions for enterprise planning for all services with DIT. This position provides input and analysis to Service Administration, service owners, and senior leadership regarding the business and systems needs for enterprise level services. This position provides input and analysis to our internal group of Service Administrators, service owners (other groups within and outside of the Infrastructure Operations organization) and senior leadership regarding the business and systems needs for enterprise level services.</p><p>Duties include, but are not limited, to:</p><ul><li>Develops and modifies solutions for complex projects to support short and long-term budget development and monitoring for enterprise services provided by DIT</li><li>One example of this is the data gathering and reporting of monthly financials for each service using Microsoft BI</li><li>A second example is the compilation of billing for all services into a single file that is used in rate models and the agency impact analysis of all rate changes</li></ul><p>Develops programming for analyzing complex billing solutions for multiple enterprise service areas using Microsoft BI, Tableau, or similar applications</p><p>Leads complex projects involving multiple staff across specialty areas</p><p>About the Organization:</p><p>The Department of Information Technology (DIT) serves as the Technology Center for the State of NC.
