Job Description

The Applications Operations Manager / Analyst will work within BAE Systems' Enterprise Shared Services

  • Information Technology's (ESS-IT) Application Solutions organization supporting their services and the application portfolios for a variety of business customers in various functional areas (e.g. Finance, Human Resources, Audit, Procurement, Legal, and Business Development). Under general to limited supervision, provides operational and maintenance support for Information Technology (IT) Business Application initiatives. Involved in all aspects of planning, scheduling, resource coordination, and execution activities for successful deployments of changes, upgrades, and implementations for small to medium size Operations and Maintenance (O&M) application / interface initiatives. Other responsibilities will include overseeing and hands-on participation in application user support and troubleshooting, application systems operational processes, security compliance reviews and remediations, compliance and adherence to incident, change, and configuration processes, and producing / maintaining appropriate documentation.
  • Conducts planning meetings to capture work tasks, determine hour by hour scheduling of tasks and assigned resources.

  • Runs associated cut-over and deployment meetings to ensure seamless execution of deployed application related efforts.

  • Provides real time issue escalation, resolution, and resource support coordination.

  • Conducts technical and business meetings to provide awareness and track status of application in-flight efforts, and provide meeting minutes, actions, and follow-up discussions where needed.

  • Assesses issues, creates action plans and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Manages all phases of project from planning through implementation for small to medium Operations and Maintenance (O&M) projects.

  • Oversees development of cost estimates, for labor and non-labor components, in order to achieve project goals.

  • In coordination with the Business and Technical teams, assists with requirements, design, testing, implementation, and documentation of changes to supported production systems in order to meet Business and/or Technical operational and security needs. Ensure on-going operational support models are in place and adequate to maintain operational and security needs.

  • Apply appropriate project management techniques and tools to manage all aspects of project planning through implementation.

  • Oversees and assists with resolution of routine user and system issues.

  • Monitors application system processes to note opportunities for improvement and works to initiate corrective actions

  • Assists with testing of new releases of application software, vendor modifications, upgrades and patches.

  • Communicates and coordinates with vendors to engage them in technical issue resolution.

  • Assists in the development of user guides and manuals for system users. Assists in training users as needed.

  • Communicate project goals and milestones, monitor and communicate project progress, and identify, analyze and mitigate potential risks and realized issues as necessary to keep the project on track.

  • Leverage and integrate previous knowledge and skills from a range of functional and technical experiences.

  • Responsible for and assists in the development and maintenance of documentation such as high level design documents, detailed system design specifications, system security plans, test plans, test use cases, deployment plans, release notes, user guides, and O&M support documentation.

Required Education, Experience, & Skills

  • Experience managing the delivery of small and medium size projects through the entire project management lifecycle.

  • Applied knowledge of the Software Development Lifecycle (SDLC) in Waterfall, Hybrid Waterfall, and/or Agile

  • Experience in managing & participating with teams through software requirements, design, coding, unit testing, integration, release, documentation, and build management.
  • Experience with IT Configuration Management, Change Control, and Release Management processes.

  • Working knowledge of DFARS; NIST SP 800-171, NIST SP 800-53, and CMMC or similar security controls.

  • Ability to multi-task; multiple tasks, projects and re-prioritizations

  • Excellent verbal and written communication skills, ability to effectively communicate with technical and non-technical audiences

  • Motivated individual with proven track record of quality delivery; on time, on budget, and within scope

  • Strong analytical and creative problem-solving skills

  • Strong team collaboration skills

  • A track record of learning and professional development

Preferred Education, Experience, & Skills

Preferred Skills

Background in Information Technology field preferred either from direct education and/or experience. PMP Certification.

ITIL Certification(s).

Education

  • Bachelor's degree from an accredited college or university with major coursework including management, information systems, business administration, or other related field, and a minimum of eight (8) years of experience that is related to the duties and responsibilities specified.
  • 3+ years of increasing responsibilities in operational management of application / software services, projects and portfolios or closely related work experience.

This is an IT Service Management contract in support of the operation, modernization, expansion, and further evolution of the ARNG's global Information Technology (IT) services including networking, compute, storage, infrastructure, applications, hosting, and program management services. The GECOS program supports the ARNG enterprise IT infrastructure, its Wide Area Network (WAN), authentication and directory services, cybersecurity, application hosting, and associated services.
