Minimum Qualifications of Candidate

The Department is seeking a Database Administrator professional with the following minimum qualifications (these qualifications must be clearly stated on the resume and verifiable via reference checks):

• 8+ years of relevant IT experience.

• 3+ years of experience defining Power Apps and Power Automate architecture, environment, security controls, DevOps process, connectors, best practices.

• 3+ years of experience designing and building Power Apps.

• 5+ years leading and planning technical software implementation processes.

• 3+ years hands-on experience implementing in Azure Active Directory.

• 3+ years of experience with Azure B2B, B2C implementations.

• Experience collaborating with other business units and centralized IT (to share ideas), to develop solutions.

• 5+ years of experience in SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques.

• Proficient in writing PowerShell scripts.

• Software development experience to perform code review, debugging, and customization analysis.

• Experience overseeing the ongoing development and operations of a business intelligence architecture that enables fact-based decision-making and ad hoc analysis and insight generation.

• Experienced time manager who estimates levels of effort and meets or beats all prescribed deadlines.

• Experience working on one or more projects as a project team member and providing current updates to the Project Manager.

• Experience documenting all project related material and building a knowledge base in each specific business area.

Deliverables/Tasks

The Applications Development Analyst key deliverables include, but are not limited to, the following:

• Responsible for creating application customization based on customer needs.

• Responsible for technical Subject Matter Expert in the application design, development, and implementation of enhancements to the Power Apps environment.

• Responsible for collaborating with other business units and centralized IT to develop solutions. • Responsible for designing and building Power Apps using PowerShell scripts.

• Responsible for Azure B2B, and B2C implementations.

• Responsible for developing SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques.

• Responsible for providing a knowledge transfer of technical software implementation processes.

• Design and development of the Power Apps and Power Automate architecture environment to include security controls, DevOps process, and best practices.

• Working on one or more projects as a project team member and providing current updates to the Project Manager.

• Documenting all project related material and building a knowledge base in each specific business area.

• Coaching junior technical staff on controlled development and design methodology.

• Responsible for software development to perform code review and debugging to provide customized analysis.

• Note: The staff augmentation consultants are required to be off the week of Christmas and New Year unless services are required with prior approval from division leadership. Please ensure that your candidates are aware of this prior to submitting them for this proposal.

Performance Criteria (evidence of completion)

• The Contractor shall possess the professional and technical staff necessary to perform the services required by this contract and the staff shall have sufficient skill and experience to perform the services assigned to them.

• All the services to be furnished by the Contractor under this Contract shall meet the professional standard and quality that prevail among professionals in the same discipline and of similar knowledge and skill engaged in related work throughout Florida under the same or similar circumstances. The Contractor shall provide, at its own expense, training necessary for keeping Candidate staff abreast of industry advances and for maintaining proficiency in equipment and systems that are available on the commercial market.

• The Contractor shall render services identified by the Department and shall be paid upon completion of each deliverable.

• Contractor shall maintain during the term of the Contract all licenses, permits, qualifications, insurance, and approvals of whatever nature that are legally required to perform the management consulting services.

• During the term of this Contract, Contractor shall be responsible for ensuring its employees, agents, and subcontractors, whenever on the Department premises, obey and comply with all rules, policies, and any other standards and procedures which must be adhered to by the Department's employees and vendors.

• The Contractor will send invoice and signed timesheets to the Department contract manager at-the end of each month.

• Monthly reports on progress and work performed will also be sent to the contract manager each month.
