The Department

The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position

Working as part of the Information Technology Services Department (ITSD), within the Human Services Agency, the Applications Architect/Supervisor (AA/S) under general direction, incumbents are responsible for planning, leading and/or performing: application requirements definition, system component mix and architecture definition, application design, application development, and system implementation. Responsibilities may also include the technical supervision of subordinate analysts and programming staff.

Distinguishing Characteristics

The Applications Architect/Supervisor series is the highest professional/technical classifications within the Information Technology Services Department, Application Services Division. The Applications Architect/Supervisor is distinguished from the Principal Applications Architect Supervisor and Senior Information Systems Analyst in that the latter two classifications have the authority to participate in the definition of County technology policies and procedures.

The Successful Candidate

The ideal candidate will have five (5) years or more experience in systems analysis, design, developing and supporting systems in C#, increasing levels of responsibility and complexity involving RESTful web services, and front-end web development using HTML5 / CSS3 / JavaScript. Excellent database knowledge in Microsoft SQL Server is also required. A Bachelor's degree or higher in Information Systems, Computer Science, or a related field is highly desirable.

EDUCATIONAL INCENTIVE:Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5% or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.

Examples Of Duties

Duties may include but are not limited to the following:

  • Partners with the Human Services Agency and ITSD resources to research, develop & implement software solutions based in C#, ASP.net, HTML5 / CSS3 and JavaScript;

  • Serves as lead to performing research, technical requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems; Creates test environments and data to locate logic errors; tests coded programs and analyzes results to eliminate errors;

  • Plans, organizes, directs, monitors, and evaluates the performance of assigned project team member(s);

  • Develops and architects system and tool solutions recommending the appropriate mix of current technologies to customer departments and internal management;

  • Coordinates project development and system maintenance requirements with users, other IT Services staff, vendors and outside agencies;

  • Prepares progress and status reports for internal management and customer departments;

  • Ensures Service Level Commitments (SLCs) are being met for areas of responsibility;

  • May supervise one or more subordinate staff;

  • Performs other duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE

Extensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analysts which has led to the acquisition of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities also can be obtained by possession of a Bachelor's degree in Information Systems, Computer Science, or a related field and three (3) years of systems analysis, design and programming experience; or, one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department. Additional years of qualifying experience may be substituted for the college education on a year for year basis.

NECESSARY SPECIAL REQUIREMENTS

  • Possession or the ability to obtain and maintain a valid California Driver License is required;

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire;

  • 5+ years of experience in web-based application development using C#/ASP.net MVC/WEB API with increasing levels of responsibility and complexity involving RESTful web services;

  • 2+ years of experience in front end web development using HTML5 / CSS3 / JavaScript;

  • 2+ years of experience in Single Page Application (SPA) development using Angular/TypeScript;

  • 2+ years of experience in Microsoft SQL Server Development.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of:

  • C# software development;

  • Web-based application development using C# with increasing levels of responsibility and complexity involving RESTful web services;

  • Front end web development using HTML5 / CSS3 /JavaScript;

  • Single Page Application (SPA) development using Angular/TypeScript;

SALARY: STUDENT WORKER III - $12.60/Hour AGENCY/DEPARTMENT: General Services Agency - Fleet IMPORTANT INFORMATION: A Student Worker may only work for a two (2) year period. During that two (2) year period, a Student Worker may only work a total of 2,080 hours, working no more than 1,040 hours in each year of that two (2) year period. You will not be placed on the eligible list until you submit proof of academic/technical college/university class enrollment. Typical Qualifications These are the minimum employment qualifications for students who wish to work for the County of Ventura. EDUCATION, TRAINING, AND EXPERIENCE Student Worker III - No experience is required, however candidates must be enrolled in a College level Automotive or Auto Body Technology program. Students must provide proof that they are enrolled in at least nine (9) units of academic/technical college/university courses at the undergraduate level. Student Worker III's may work during the summer upon providing evidence that they have graduated from high school or carried at least nine (9) units in the previous spring session, are enrolled for at least nine (9) units for the next fall session, OR are enrolled in at least three (3) units of summer courses. NOTE: Audits of class enrollment will be routinely completed to ensure minimum requirements are being met. NECESSARY SPECIAL REQUIREMENTS: Must either possess or be able to obtain a valid, unrestricted California driver license by the date of hire.
