Minimum Qualifications:

Bachelor's Degree in Information Technology, Computer Science, Information Systems or a related field required; supplemented by seven (7) years of experience developing solutions and five (5) years of data design and analysis with at least two (2) years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license or proof of mobility equivalent may be requested.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Must demonstrate knowledge of system architectural designs and standards.

EXAMINATION:

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:

The purpose of this classification is for the Application Development Manager to manage the Application Development team consisting of Project Managers, Business Analysts, Application Developers, Application Testers, and Technical Developers. The Application Development Manager is responsible to manage all aspects of the development and support of in-house developed applications which include development methodologies, testing methods and management of application and development of staff.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Prioritize projects assigned to Application Development team. Review project requests and ensure the project has been identified in the IT Project Portfolio.

Use analytical skills and experience to determine resources needed and estimate project duration. Schedule project based on its importance and urgency.

Monitor, analyze, design and develop applications. Monitor the day to day performance of system application, database and web servers.

Analyze system requirements and design based on a full understanding of the requirements. Use in-house development tools to develop applications.

Maintain, support, and upgrade existing enterprise systems and applications. Maintain and support existing applications by responding to reported user issues and concerns. Assist with upgrading existing systems.

Streamline information systems and processes. Develop interfaces to enable applications to communicate with one another. Develop, replace and consolidate redundant applications.

Manage change control processes for the Application Development team. Ensures that the change control process is adhered to developed applications are transitioned from test to production.

Ensure that the Software Development Lifecycle (SDLC) is adhered to during the development and support of applications. Educate development team on SDLC and monitor development process to ensure that all applications are tested prior to deployment.

Provide status reports and updates to senior level management team. Meet regularly with development team to gather application development issues for resolution and escalate to senior management if needed.

Additional Functions:

May be required to serve on a 24-hour on-call basis. Performs other related duties as required.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
