Job Description:

Under broad direction, is a lead technologist position that provides in-depth analysis, design, development and ongoing support for the implementation of short and long term I.T. solutions to facilitate business process needs through new and existing applications.

Applies technology as necessary in the solution of complex business problems by developing software, performing detailed systems analysis and design for in-house development and/or third party software integrations.

Participates in complex incident/problem analysis, solution development, action planning, implementation coordination and evaluation.

Determines I.T. requirements and business processes, codes, tests, debugs, and coordinates the implementation of complex software solutions.

Roles are often project based, delivering IT changes within the business. Serves as technical expert and/or technical project lead/manager. May direct the work of other developers.

REQUIRED SKILLS

Ability to:

  • Develop software, databases and integrations as a means of implementing business solutions.

  • Perform complex analysis and development.

  • Provide complex interface and/or integration support.

  • Perform complex query, analysis and reporting activities.

  • Serve as technical lead for technology projects.

  • Fully understands business unit processes.

  • Provide complex in-house and third-party application support.

  • Perform complex incident and problem resolution.

  • Conduct high-level quality assurance reviews on other development work as well as entire applications.

  • May lead unit, system testing, and coordinates retests to ensure problem resolution.

  • Partner directly with the business to assist with defining and prioritizing technology projects to meet business requirements.

  • Work with suppliers for the support of third party applications.

  • Participate in the development of technology standards.

MINIMUM REQUIREMENTS

Education:

  • BS in related field or equivalent information technology experience

Experience:

  • 4-5 years of demonstrated professional information technology experience in key functional areas.

  • Microsoft Windows server architecture and data systems, Microsoft Windows business applications, Microsoft Visual Studio, .Net framework, C#, HTML/CSS, XML, JSON, JavaScript.

  • Development of desktop and web applications, web services and systems integrations.

  • Relational databases, SQL, stored procedures and views.

Preferred:

  • ASP.Net, MVC, Telerik, JQuery, Angular, Knockout & other JavaScript libraries, Nuget, .Net Core, WPF, Windows Forms

  • SQL Server, SSMS, SSIS, SSRS, SSAS, Power BI, PowerShell

  • Experience working with forecast, time series and financial data.

  • Experience with electrical utility operations, OSISoft PI, OATI, Aquarius Time Series.

  • Licenses & Certifications:

  • Project Management and/or programming language certification desirable.

ADDITIONAL INFORMATION

Senior technical professional Information Technology position which has considerable independent authority and decision-making responsibility.

May direct the work of administrative support or other professional employees.

Review claim to determine coverage based on contract, provider status, and claims processing guidelines. Develop and deliver one-on-one training to others using Lean training techniques. Provide back-up claim data entry assistance. Responsibilities Essential Responsibilities: Review and accurately process professional medical claims that pend for manual adjudication in assigned claims processing Workflow roles according to member's plan benefits and department claims processing policies and procedures. * Verify accuracy of data entry including patient information, procedure and diagnosis codes, amount(s) billed, and provider data. * Review plan benefits and determine coverage based on contract and claims processing guidelines. * Use 'notes' system to record pertinent information involving a claim or member. * Review claims set-aside for further action and ensure they are released in a timely manner. Document issues that affect claims processing quality and advise team leader of claims processing concerns and/or problems.Follow HIPAA laws and regulations concerning confidentiality and security of protected health information.Develop training materials and deliver one-on-one training to other claims analysts using Lean training techniques as assigned.Provide assistance to other internal departments in responding to questions regarding claims processing. Supporting Responsibilities: Provide back-up assistance for medical and dental claims data entry as needed.Regularly attend team meetings and daily team Visual Board huddle.Meet department and company performance and attendance expectations.Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.Perform other duties as assigned.Qualifications Work Experience: Two years medical claims or health insurance experience or one year of PacificSource claims experience. Education, Certificates, Licenses: High school diploma or equivalent required. Knowledge: Ability to develop thorough understanding of PacificSource products, plan designs, provider/network relationships and health insurance terminology. Research skills and ability to evaluate claims in order to enter and process accurately. Preferred computer skills include keyboarding and 10-key proficiency, basic Microsoft Word and Excel. Ability to prioritize work and perform under time constraints with minimal direct supervision. Ability to develop Lean training materials and deliver claims training to others. Team player willing to collaborate and help others accomplish team objectives. A fundamental understanding of self-insured business is helpful.
