Job Summary

Responsible for development of database and web applications to support the PAS. Assure that the Patient Account Services Center obtains the highest quality of Information

Systems by creating and/or maintaining databases, programs and web pages for end users.

Duties Include:

  • Identify opportunities for greater efficiencies through process improvement, systems integration and guide the

implementation of these solutions.

  • Manage the day-to-day activities of the Application Development group, providing leadership to its staff

  • Develop policies & procedures that outline all aspects of application development and maintenance including:

life-cycle development strategies, testing and implementation plans, and post-implementation monitoring.

  • Develop relationships with vendors to ensure proper functionality of existing software technologies.

  • Develop, administer, maintain and/or implement database designs, data access, associated code, and end user


  • Create, review, analyze, modify and/or implement programmed systems, including encoding, testing, debugging

and documenting programs.

  • Design, construct, implement and/or monitor web pages. This process should include ensuring end user

accessibility, and maintaining/providing ongoing design and content modifications.

  • Develop training programs for all developed systems.

  • Manage, research and analysis, and adhoc reporting.

  • Communicate business analysis and reporting requirements to development staff.

  • Continuously work with vendors to ensure proper functionality of existing software technologies.

  • Responsible for performance management.

  • Recommend and maintain any hardware improvements required to support all developed systems.

  • Experience using the .NET framework and .NET development

  • Experience with the following programming languages:

  • NET (Web Forms/MVC)

  • C# (Web and Console apps)

  • SQL Server TSQL

  • JavaScript, JQuery, Bootstrap

  • Web API

  • Experience working in a team-oriented, collaborative environment

  • Experience with Agile methodology


  • Bachelor degree in Information Systems or related field.

  • Equivalent work experience may substitute degree requirement.


  • Minimum four years technical experience in Information Technology and Services.

  • Minimum one year management experience.

Experience should include: * knowledge of graphical representation of data to produce GIS web-based applications and maps using ArcGIS or other GIS platforms. * demonstrated proficiency in data extraction, analysis and scripting tools (SQL, PostgreSQL). * developing solutions using advanced spatial statistical methods, application development and deployment, data visualization, and spatial modeling. * scripting with Python and javascript, expressions with Arcade a plus, and the ability to integrate new solutions. * ESRI Model Builder to automate processes, reports, and application development. * Experience with ArcGIS Online Web Application development and support * Must possess the ability to investigate and troubleshoot issues, as well as suggest modifications to meet project objectives. * Must possess excellent time management skills and be able to produce GIS deliverables to clients within deadline.
