The Department of Revenue's (DOR) Information Services division is looking for an accomplished Application Developer (IT Application Developer

  • Journey) to join the Miscellaneous Applications team in the E-Commerce & Business Systems section. This team is responsible for supporting Miscellaneous Application systems, processes and end users. Systems maintained, developed or modified for Revenue allows for more efficiency to users and provides more accurate and timely reporting of tax dollars.

This position is responsible for developing business applications using Microsoft Power Platform's low-code platform. This position works closely with IS Business Analysts, Project Managers and Testers as well as business users, and other stakeholders to build efficient and scalable solutions that drive positive business outcomes.

This position is DOR's senior expert in Microsoft's Power Apps and will be crucial in delivering high-quality applications using Microsoft's Power Platform.

This will include:

  • Maintain and develop Microsoft Power Platform applications and services.

  • Collaborate with business users and stakeholders to understand their requirements and translate them into technical solutions using Microsoft Power Platform.

  • Develop and customize canvas and model-driven Power Apps applications based on business needs.

  • Create custom connectors for external data sources and services.

  • Implement client business logic using JavaScript and the Power Apps client API.

  • Design and develop custom visual controls using Power Apps Component Framework (PCF).

  • Automate tasks and orchestrate activities using Power Automate, including building cloud flows and desktop flows.

  • Embed Power BI in apps, websites, and portals to provide interactive data visualizations and insights.

  • Develop custom visuals using the Power BI open-source SDK.

  • Utilize the Power BI REST API for automating data refresh, transformation processes, and application lifecycle management.

  • Collaborate with data teams to integrate external systems and data sources with Dataverse using webhooks, and custom APIs.

  • Create plug-ins and custom business logic to extend and customize Dataverse functionality.

  • Ensure data quality and drive business processes by defining calculated table columns, business rules, workflows, and business process flows.

  • Complete development and maintenance assignments that are accurate and on time using DOR standard tools and procedures, via:

  • Solicitation of customer requirements to understand business needs.

  • Designing and programming following DOR IS guidelines, the direction of supervisor and architects, and industry best practices.

  • Using C#, ASP.NET, MVC, ADO.NET, Entity Framework, WCF, JavaScript, jQuery, HTML, CSS, and Transact SQL, and more to write and debug web applications, services, and batch jobs.

  • Individually and as a team member, plan and prioritize development and project work. Tasks include:

  • Create and follow work plans in order to complete assignments on time.

  • Provide information to the project manager and/or supervisor for estimating and planning project work; prepare work break-downs.

  • Communicate change, risks, or any issues that may impact prioritization of work to supervisor and/or project manager.

  • Coordinate work efforts across multiple teams within the division such as testing, database management requests, and development requiring interface with applications managed by development teams, and application support.

  • Write and maintain documentation packages for the Power Platform applications and databases according to the standards and guidelines set for the environments and software utilized.

You may also review journey level developers' work products, providing feedback and suggestions for improvement.

Collaboration with other team members, and contributing to group solutions through constructive feedback, ideas, and suggestions is essential to success in this role.

Telework Option

  • Telework is an option for this position, however, the official duty station for this position is the Tumwater Office. The incumbent may be required to report to the office occasionally for training, equipment issue/upgrade or other business need, while observing the guidelines of our safe re-entry program.A Bachelor's degree in Computer Science, Engineering, or a related field.

AND

  • Four or more years experience developing solutions using the Microsoft Power Platform.

  • Four or more years experience with SQL server and relational database platform

  • Four or more years of experience developing in C# and .Net

As well as the following knowledge, skills and experience:

  • Ability to work effectively in a collaborative team environment.

  • Proficiency with MS Office Software products such as Word, Excel, Outlook and PowerPoint.

  • Proficiency in developing canvas and model-driven Power Apps applications.

  • Strong knowledge of Power Automate and building cloud flows and desktop flows.

  • Experience with Power BI and creating interactive data visualizations and reports.

  • Excellent understanding of connectors and their integration with Power Platform and Azure Logic Apps.

  • Strong programming skills in JavaScript and familiarity with HTML, CSS, and Power Apps Component Framework (PCF).

  • Knowledge of API Management, webhooks, and REST API integration.

  • Experience with Dataverse, including custom plug-ins, webhooks, and custom APIs.

  • Familiarity with Common Data Model and its implementation in Dataverse applications.

Note: One year of qualifying experience will substitute for two years of education.
