DGS's Office of Information Systems and Services (ISS) is a customer-focused organization whose primary responsibility is to provide technology solutions and support to facilitate the success of our agency and its customers.

Job Opportunity:

The Department of General Services is seeking an Information Technology Application Developer to support multiple divisions within the Department of General Services. Supported systems include both custom developed and commercial software. To be successful in this role, the incumbent must learn the agency's business, establish a strong working relationship with the business owners, and support assigned business units with its technology needs. A significant responsibility of the position is database query research, application design and development, unit testing and implementation of reporting of Commonwealth procurement information.

Job Responsibilities:

  • Define system requirements, translate requirements into computer and system specifications and implement application updates.

  • Analyze and design complex application modules for business systems.

  • Write and modify SQL statements and queries in both Oracle and SQL Server.

  • Write user guides, training materials, workflows, detailed systems documentation, and technical documentation.

  • Provides guidance to less experienced programmer/analyst.

  • Assist with testing activities for DGS applications.

Minimum Qualifications

  • Thorough understanding of Database Design.

  • High level of skill and experience writing SQL queries in both Oracle Procedure Language (PL/SQL) and Microsoft SQL Server Transact-SQL (T-SQL) and experience writing Stored Procedures, Views, and application programming/debugging for both Oracle and SQL Server.

  • Experience data mapping between multiple applications.

  • Experience in developing user and technical documentation.

  • Possess a comprehensive knowledge of hardware, software, application, and systems engineering.

  • Interpersonal skills, and organizational skills for effective communications with all levels of the business and technical organizations.

  • Aptitude for establishing solid working relationships with systems users, obtaining a solid understanding of business processes, and efficiently conducting requirements and design sessions.

  • Experience with Microsoft 365 tools including Word, Excel, and PowerPoint, Visio, and Teams.

Additional Considerations

  • Experience with Business Intelligent tools such as Power BI, Crystal Reports, Logi Info Studio.

  • Experience with Microsoft .Net development tools.

  • Experience with the Commonwealth Procurement application eVA, and it's procurement modules.
