The New Albany Animal Shelter Director plans, coordinates and directs programs, staff, and volunteers of the Animal Shelter.

  • Ability to develop plans to improve or expand present programs or incorporate new ones.

  • *Plans and coordinates all activities of the Animal Shelter.

  • *Oversees and directs long-range planning and departmental programs for education of the public and the licensing of animals.

  • *Directs and manages all supervisory personnel to ensure effective, efficient operation of the shelter.

  • *Prepares and administers all standard operating procedures specific to the Animal Shelter.

  • *Performs numerous administrative duties including monitoring work, evaluating staff, approving payroll and handling personnel problems.

  • *Prepares departmental budgets and program estimates for the Animal Shelter.

  • *Presents educational speeches to business and community groups relative to the activities and goals of the shelter and laws in the community.

  • *Directs the collection and recording of all fees authorized by the Animal Control Ordinances in regard to animals.

  • *Develops and maintains cooperative working relationships with the community and other agencies relevant to the activities of the Animal Shelter.

  • *Responsible for enforcement of the state and local laws regarding animal care and control and handles advanced investigations and cases for prosecution.

  • *Coordinates assistance to other agencies for animal related problems.

  • *Appears before City Council, Mayor, and other political groups to inform, educate and present statistics as needed or requested.

  • *Communicates effectively both orally and in writing.

  • *Maintains a valid Driver's License.

  • *Supervises the schedules of part time and schedules the full-time employees' hours and maintains vacation and absenteeism records.

  • *Supervises the hiring, corrective action, and termination of all employees.

  • *Stays current with national trends in animal shelter issues and travels to training as needed.

  • *Responsible for the care, safety, and euthanasia of shelter animals as needed.

  • *Ability to take an "on-call" status rotationally when needed.

  • *Acts as the liaison with the Floyd County Animal Rescue League (FCARL), the Floyd County Humane Society (FCHS) and other animal welfare organizations that share shelter goals and ideals.

  • *Performs meetings with staff as needed to update them on all changes in policies and procedures.

  • *Functions as spokesperson for the Department.

  • *Provides monthly Director's Report to the Animal Control Authority.

  • Oversees the maintenance of the physical plant and grounds, obtains written estimates for major repairs and equipment, and approves all expenditures for repairs, equipment, and supplies.

  • *Disciplines, trains, and develops staff.

  • *Manages the hiring process of part-time and full-time employees.

  • *Responsible for ordering controlled substances, maintain inventory, security of, and proper disposal of any expired. Responsible for maintaining up-to-date DEA and Indiana Board of Pharmacy Licenses.

  • Performs other duties as assigned.

STANDARDS OF PERFORMANCE

  • Reports to work in a punctual and timely manner.

  • Ability to develop plans to improve or expand present programs or incorporate new ones.

  • Ability to understand and apply a full range of generally accepted principles and theories related to animal control.

  • Ability to communicate effectively in order to manage staff, work with administrators and Board members and provide service to the public.

  • Ability to supervise the staff of the City/County Animal Control Shelter and perform numerous administrative duties as necessary.

  • Ability to work with generally accepted methods and procedures but must use judgment to select pertinent guidelines and adapt standard methods.

  • Extensively study new areas of animal control to find methods and programs that have a significant positive impact on the success of the Animal Shelter's goals.

  • Independent analysis and plan development is expected without specific instructions from the Animal Control Authority.

  • Ability to make major contributions with the expectation to contribute to many complex issues concerning departmental goals and objectives. A considerable portion of the work will entail project development and studies in conjunction with supervisory and administrative duties.

  • Maintain initiative to preserve the flow of work.

  • Work under stress and with commitment to deadlines.

  • Sustain interpersonal relationships which encourage openness, candor, and trust, both internally and with the public.

  • Complete projects and/or reports in an accurate and timely manner.

  • Always adhere to the Mission statement of the shelter.

  • Maintain City information in a confidential manner.

MENTAL AND PHYSICAL REQUIREMENTS

  • The duties of the position involve frequent bending and lifting up to lift 50 pounds.

  • Ability to work as a team member.

  • Display professional appearance, warm demeanor, and positive attitude.

  • Be a motivated self-starter.

  • Work independently and to be accurate, efficient, and organized.

  • Manage multiple tasks simultaneously.

  • Work under pressure with time constraints in a changing environment.

WORKING ENVIRONMENT AND CONDITIONS

  • Exposure to animal related hazards when handling animals while assisting staff or the public.

  • This position involves an on-call schedule.

EDUCATION, EXPERIENCE AND TRAINING

  • Bachelor's Degree in Public Administration, Business, Supervision, Animal Science or Law Enforcement; OR at least three years of experience in a supervisory capacity at an Animal Control agency or similar organization.

  • Specialized knowledge of the principles and objectives of animal control and of law enforcement activities.

  • Ability to effectively communicate both orally and in written form.

  • A pleasant, friendly, and outgoing demeanor.

  • Willingness to take on additional tasks as assigned.
