Summary:

The Technical Instructor I/Animal Care Specialist Course Instructor shall provide personnel with appropriate experience to perform the required services, and the services are delivered in a non-personal services relationship. The contractor personnel shall perform the designated tasks/services in concert and coordination with Government instructors according to criteria and guidance established by the Army Medical Center of Excellence (MEDCoE) and Program Director, 68T10 Animal Care Specialist Course and other AHB teach-in courses.

The Animal Care Specialist (Veterinary Technician) subject matter expert (SME) support and training services. Perform the duties and tasks of an Instructor and subject matter expert (SME) for the 321-68T10 Animal Care Specialist Course, 321-F12 Animal Care Clinical Proficiency Course, 321-68T30-C45 Animal Care ALC, 6G-F13/321-F13 Veterinary Support to a Theater of Operations, 6-8-C20B (HPSP/RC/VC64) Basic Officer Leader Course (Phase 2), and 6G-F12/321-F12 Medical Detachment (VS) Pre-Deployment (RC) in a manner that establishes and maintains a good learning and working environment, including assisting in developing and revising of any/all necessary instructional materials, instructing students, administering the course, in concert and coordination with Government instructors (i.e. training team), and according to criteria and guidance established by the MEDCoE and Program Director.

Responsibilities

Essential Job Functions:

  • Assist in development and updating instructional materials (such as lesson plans, student notes with illustrations, visual aids, and examinations) incorporating current technical subject matter, DoD doctrine, policies, guidelines, lessons learned, and current work practices into the instructional materials and training program in accordance with the Program of Instruction, policies, and guidelines provided. Deliverables: lesson plans, student notes with illustrations, visual aids, and examinations, Facilitator Guides, Student Guides, Course materials - PPT, Adjunctive references for 321-68T10 Animal Care Specialist Course, 321-F12 Animal Care Clinical Proficiency Course, 321-68T30-C45 Animal Care ALC, 6G-F13/321-F13 Veterinary Support to a Theater of Operations, 6-8-C20B (HPSP/RC/VC64) Basic Officer Leader Course (Phase 2), and 6G-F12/321-F12 Medical Detachment (VS) Pre-Deployment (RC).

  • Conduct classroom and laboratory instruction (i.e., teach) of any/all lesson topics in the courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives. Prepare cases, set up, and administer/conduct practical exercises (to include graded practical exercises). Assist in development, set up, administer, and grade written and practical examinations as well as perform appropriate statistical analysis on exam results in accordance with the policies and guidelines provided. Instruction may be conducted in a virtual environment over the internet using programs such as Blackboard, Microsoft TEAMS, ZOOM, VCLASS or other virtual enhancement programs. This may require monitoring and responding to questions or message board information/requests. Deliverables: student, course and/or instructor evaluations.

  • Assists with or performs animal physical exams, restraint, sedation, tracheal intubation, IV catheter placement, monitoring of anesthetized patients and anesthesia adjustment. Perform humane euthanasia when required. Perform routine equipment maintenance, laboratory cleanup and sanitation. The contract personnel are responsible for laboratory equipment and supply set up and providing veterinary technician support in anesthetizing and monitoring anesthetized animals in laboratory training classes and training students in a wide variety of veterinary care skills. Familiar with standard concepts, practices, and procedures within a particular field. Works under general supervision of a veterinarian.

  • Trains Soldiers in a wide variety of individual and team skills typically employed in a veterinary facility. Skills taught include (but are not limited to): (blood draws, various injection methods, physical exams, obtaining diagnostic skin scrapings, ear exam, ear cleaning and medicating, applying eye and skin medication, toe nail trimming, animal restraint, IV catheter placement, dosage calculation, tracheal intubation, monitoring of anesthetized animals, obtaining an ECG from a patient, position patients for radiographs, take diagnostic radiographs, surgery room sanitation, surgery room preparation, support to the surgeon, perform dental prophylaxis, take dental radiographs, post-surgical patient care, wound management, bandaging, manual WBC counts, differential counts, operation of automated laboratory equipment, fecal exams and ova identification, ectoparasite identification, handle and restrain common laboratory animals, surgical instrument identification, assemble surgery packs, sterilize surgical packs, clean and maintain surgical instruments, etc.).

  • Provide SME support/technical support for Diesel Dog simulators.

  • Provide SME support to Computer-/Web-Based Component of the course. This includes updating Virtual Class (VCLASS) with new content as required. VCLASS will have all documents needed by the students and therefor needs to be kept updated with the most current content.

  • Provide SME/scientific technical support that is technically accurate, insightful, and creative; contribute to technical scientific discussions in a manner that is positive contribution to group/teamwork.

  • Perform course administrative functions including maintaining student and course administrative records, organizing training materials, identifying supply needs, and ordering supplies.

  • Perform typical training logistics activities such as using supplies and equipment in accordance with Plan of Instruction, maintaining the order and cleanliness of the training facility as needed, and assisting with setting up and moving furniture, training aids, and equipment within the facility.

  • Assist the AHB in providing visitor access control as needed for students, guest lecturers, and other visitors to the facility. Ensure visitors sign in and sign out of the facility and receive the ACUP brief as needed.

  • Provide oversight of two Animal Use Protocols (AUP 21-04 and AUP 21-05).

  • Ensure students abide by all Animal Welfare/Government laws, rules, and regulations, and do not conduct any procedures outside of the published protocol. Instructors will be listed on both protocols. Provide oversight during laboratories of animals, ensuring an instructor: student ratio of 1:4 during laboratories involving live animals.

Qualifications

Necessary Skills and Knowledge:

  • Able to stand and walk around classroom/laboratory for 8 hours continuously. Must be able to restrain animals up to 100lbs and lift animals up to 50lbs alone.

  • Ability to provide subject matter expertise in Diesel Dog simulators, virtual class instruction, and veterinary science.

Minimum Qualifications:

  • Minimum Two years' experience in the veterinary field as a registered veterinary technician (RVT) or licensed veterinary technician (LVT) preferred. If not licensed, the instructor should have at least five years of experience working as a veterinary technician with dogs and/or Military Working Dogs (MWDs) specifically. Experience with anesthesia, surgery, emergency, and critical care is Required.

  • A license in any state or jurisdiction as a registered veterinary technician (RVT) or licensed veterinary technician (LVT) is preferred. Instructor should also preferably have experience in the Army as an Animal Care Specialist 68T with at least five years of experience working with Military Working Dogs in a clinical setting.

  • The instructor is preferably licensed in any state as a registered veterinary technician (RVT) or licensed veterinary technician (LVT) (preferred) and/or has experiences with Military Working Dog Veterinary Medicine.

  • The instructor must have an initial Occupational Health Clearance which will clear the instructor for working with dogs and cats. The instructor must provide an occupational health clearance MEMO within 5 days of starting the position that states they are cleared for risk Category 3. Rabies Titer Results must also be reported and comply.

  • Instructor will obtain a Government Vehicle Drivers/Operators License.

  • The instructor is subject to random drug tests on demand, as they will have access to controlled drugs.

  • Ability to successfully pass a background check.

Preferred Qualifications:

  • Five years of academic and experiential qualifications and backgrounds (identified in documented descriptions of roles and responsibilities) that are necessary to meet program objectives and the mission of the institution.

  • Documented expertise in their area(s) of teaching responsibility and knowledge of the content delivery method (e.g., distance learning).

  • Evidence of expertise in teaching assignments might include documentation of continuing professional development, relevant experience, faculty development plan reflecting acquisition of new content, incorporation of feedback from course evaluations, and other sources.
