Job Description:
We are looking for a Front-End Developer who has proven experience developing server-side processes and APIs for multiple front-end client applications.

Experience with Single Page Applications, JSON, AJAX, and Git is required as this will entail working directly with customers, graphic designers, content providers and application developers to develop custom websites. You will participate in the full development life-cycle, including estimation, development, testing, and deployment. The primary responsibility is to develop web sites with the materials provided as well as being part of the overall creative process.

Demonstrated critical thinking skills, decision-making, and problem solving skills will be essential. It is required you have solid JavaScript/Angular, jQuery, HTML5 & CSS3 experience. Knowledge of Web standards, design principles, user interfaces, and responsive designs for desktop and mobile interfaces is highly preferred as is experience with CMS systems.

Technology Requirements:
5+ years of deep web application development experience and fluency with JavaScript (one of more of modern frameworks including Angular, Node, React or Knockout), jQuery, CSS3, CSS preprocessors (e.g. LESS or SASS), HTML5, JSON, AJAX, Git and webpack.

In the Office of Financial Affairs (OFA), performs non-routine administrative tasks for the Medicaid Administrative Claiming Program (MAC): independently responds to inquiries and requests from internal and external customers related to MAC (e.g., answers questions from local health departments [LHD] and Ohio Department of Health [ODH] claiming units on which MAC code correlates with a specific activity); reviews, gathers and summarizes complex financial data, operation or personnel reports (e.g., revenue, payments, payroll and related data) for claiming purposes for all LHDs and ODH participants; runs financial reports from OAKS Business Intelligence [BI] for MAC revenue receipts and payments to LHDs. Represents MAC Administrator at meetings or conferences with other agencies; researches historical data each quarter to compare participation, funding and reimbursement results from quarter to quarter and makes recommendations to LHDs or ODH program managers regarding their activities; updates MAC application (AlloTrac) with new Medicaid Eligibility Rates (MER) at the beginning of each state fiscal year; monitors participating agencies to ensure compliance with federal and state requirements for MAC, policies and procedures as stated in Claiming Unit Implementation Plans and with MAC methodology guide; monitors Claiming Unit Implementation Plans, works with LHDs and ODH programs on adjustments to plans, and reviews and validates information to ensure changes are updated in AlloTrac each quarter; works with MAC Administrator to inform staff at LHDs and ODH on the MAC Time Study process and coding specific to the claiming unit; ensures quarterly Time Studies are properly documented in AlloTrac; coordinates Time Study survey results to obtain reimbursement and required documentation. Reviews and validates participant payment sources to ensure correct funding codes are utilized; validates calculations of payroll data and ensures reported funding matches what was included on implementation plans. Performs non-routine administrative tasks for Chief Financial Officer (CFO) [assists with assembling requests for CART, facilitates distribution and collection of audit requests, enters audit information into Audit Track report). Independently formulates decisions involving non-legal matters, drafts and/or edits detailed reports and sensitive correspondence (e.g., weekly/monthly reports, remediation plans) for review. Represents office on task forces or committees (e.g., web rep) as needed. Provides backup administrative support to other OFA administrators as assigned. Participates in the MAC Time Study each quarter and monitors timely MAC application and documentation submission; assists agencies with submission of information. Gathers and reviews complex financial information from claim worksheets and payroll spreadsheets for all LHD claiming units statewide; collects and reviews cost and payment information coming from LHDs, ODH and Medicaid; assists ODH claiming units with payroll reporting, claim worksheet and compliance with Medicaid rules; provides technical assistance to agencies having issues with the MAC application and works with AlloTrac to resolve them; compiles the Time Study and cost reimbursements information requested by the Ohio Department of Medicaid for quarterly desk audits; reviews payroll spreadsheets and claim worksheets for each of the participating claiming unit for accuracy and completeness; works with budget unit to provide payroll and non-payroll reports for the processing of ODH claims each quarter; reviews and recommends to the Unit Chief and MAC Administrator improvements and efficiencies in the process; prepares requisition requests; monitors MAC Annual Spending Plan and allotments and provides recommendations. Researches and responds verbally and in writing to inquiries; submits unit bills and/or invoices for payment; keeps fiscal and personnel records; schedules meetings and conference calls; tracks correspondence and signature items received by MAC Unit via the ADT system, including those that are confidential and sensitive in nature. Serves as backup for business functions of the OFA (e.g., scheduling meetings, back up for CART). Enters MAC contracts into WISE system for review and approval; assists in updating MAC manuals. Updates MAC website with latest information and processes using Site Core software. Works on special assignments and projects as directed. Performs clerical tasks (e.g., assists Program Administrator 3 with compiling materials for program training at the LHDs and at ODH, assists with manning exhibit table at conferences, updates and maintains files [e.g., contracts, Implementation Plans]). As assigned, serves as a member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
