About This Role:

The SETX Data Analytics & Cybersecurity Center focuses on advancing digital capacity and enhancing cybersecurity and resiliency for the operations of energy, petrochemical and port industries in southeast Texas. The Department of Energy funded center focuses on enhancing the cybersecurity of the energy and petrochemical industry, and coordinate research, innovation, education, workforce development and outreach activities in the focused areas. The project manager will be responsible for organizing and coordinating the center's project activities. The ideal candidate will have experience managing teams to produce results in a timely manner and will be expected to work with minimum supervision. The position will be funded by external grants to these centers. The successful candidate will be responsible for managing operations, fostering collaboration, and ensuring the centers achieve their goals. The initial appointment is 2 years. Continuation of employment is pending on fund availability and work performance.

What You'll Do

  • Position Responsibilities

1.Center Management and Administration:

  • Develops, implements, and maintains policies and procedures for the center's programs, ensuring efficient and compliant operations.

  • Coordinates tasks and initiatives across both centers, fostering collaboration and synergy. Assists the Lead Principal Investigator (in this case, the Director) in daily management duties, including budget oversight, personnel management, and procurement activities.

  • Manages and reviews the center's expenditures, preparing project reports and ensuring compliance with financial guidelines required by federal funding agencies (e.g., The Uniform Guidance, 2 CFR Part 200).

  • Manages communication with the Director of Sponsored Grant Management of Lamar University's ORSPA.

2.Event Coordination, Community Outreach and Engagement:

  • Coordinates and manages meetings and events with industry partners and stakeholders. Organizes and executes special events, including symposiums, workshops, special sessions, seminars, and training activities, to promote innovative initiatives with internal and external stakeholders.

  • Develops and implements K-12 outreach programs to raise awareness about data analytics and cybersecurity to promote careers in cybersecurity and upskill the cyber workforce.

  • Coordinates on-campus activities and online events to engage students, faculty, and the public to promote cybersecurity initiatives that will assist with the development of future infrastructure in the Gulf Coast region.

3.Grant Management:

  • Serve as the liaison with Department of Energy program and grant offices.

  • Facilitates grant reporting-related communications with external entities.

  • Compiles, tracks, and analyzes data resulted from experiments, simulations, code development, engineering testbed examination and program synthesis.

  • Prepares, reviews, and revises reports and documentation to ensure compliance with the executed agreement.

  • Maintains and distributes federal documents, memorandums, and forms to ensure project compliance with federal, state laws and university policies.

4.Fostering collaborations:

  • Serves as a primary liaison among the centers, the stakeholders, and the community; develop effective actions to foster collaboration.

  • Represent the center at pertinent professional/community events.

  • Understands and researches new industry trends and technologies, related to data analytics and cybersecurity.

  • Identify and assist in pursuing external funding opportunities to support the center's activities.

Key Competencies:

  • Understanding of engineering systems and the associated control mechanisms (PID, remote access protocols, system control data formats and data encryption).

  • Ability to build and maintain strong relationships with various constituencies to facilitate collaborative relationships among departments and other units internal and external cohorts.

  • Proficient understanding of grant management processes and procedures, including budgeting, procurement, hiring, reporting, and compliance requirements, specifically for federal agencies like the Department of Energy.

  • Ability to track project progress and ensure deliverables are met within budget and timelines.

  • Familiarity with key performance indicators (KPIs) for sponsored projects and their application in measuring project success.

  • Ability to analyze project performance data and identify areas for improvement.

  • Ability to analyze complex information security challenges across existing and emerging technologies and digital environments and synthesize optimal solutions.

  • Knowledge of network monitoring, identifying concerns, detecting intrusions, and developing solutions in real-time to optimize cyberinfrastructure.

  • Knowledge of "ethical hacking" to identify where systems could be breached and develop solutions to thwart potential attacks.

  • Knowledge of wired and wireless networks and strategies to secure them.

  • Strong understanding of how to implement effective incident response measures following a cyber-attack and recover compromised data.

  • Knowledge of Python and/or Powershell; and how to utilize languages for scripting. Understanding of security requirements for cloud environments.

  • Understanding of the Department of Energy and the Department of Defense cybersecurity regulatory guidelines.

  • Understanding of high-performance computing, network security and cyber-forensics.

  • Lamar University

Minimum Qualifications

  • Master's degree in STEM, liberal arts, business management or related discipline; or BS degree in STEM, liberal arts, or business management discipline with certification in cybersecurity, leadership or project management.

  • 4+ years of experience in project management with a proven track record of success; or leading and organizational department.

  • 4+ years of experience managing the departmental budget and ensuring project work is completed within a specified timeline and compliant with relevant security standards.

  • 4+ years of experience working in an environment requiring utilization of critical thinking.

  • 2+ years of experience in project management, preferably within the cybersecurity or technology domain, and possesses a strong understanding of industrial cybersecurity principles and best practices.

  • 2+ years of experience providing skills training and organizing workshops, webinars, symposiums, conferences, K-12 outreach and/or recruitment activities.

  • Be capable of completing additional security screening to work with potential Controlled Unclassified Information (CUI).

Preferred Qualifications

  • Doctoral degree is preferred but not required.
