Job Description and Duties

RESPONSIBILITIES

  • Research, analyze and provide data analytics and metrics related to the AB 1058 program to assist judicial officers and court executive officers in meeting the needs of court users. This includes modifying existing data collection projects to assist in evaluating the needs of court users and providing data analytics support to mandated studies.
  • Assess needs and priorities for data analytics and metrics drawn from appropriate sources including but not limited to the Department of Child Support Services, STARS data collection system, Judicial Council data sets, and individual court data sets. Access data providers, if necessary, draft and execute memoranda of understanding or data use agreements.
  • Under the direction of the Supervising Attorney, perform regular financial analysis and develop, implement, and maintain an ongoing compliance review program for the statewide AB 1058 program based on best practices. Ensure that program funds are distributed to the courts as directed by the Judicial Council both on an annual basis and reallocated as appropriate at the midyear. This includes data collection and financial evaluation as needed to update the funding methodologies for both the child support commissioners and family law facilitators and to ensure appropriate tracking and timekeeping of AB 1058 grant time reporting and reimbursement.
  • Collect and analyze demographic and financial data for each county in California to identify and make recommendations for adjustments to the funding methodology.
  • Design and create data analytics dashboards and visualizations for web posting and/or dissemination to the courts as part of the JCCs statewide oversight of the AB 1058 program and to ensure that court leadership has access to updated trends and statistical analysis for program management and improvement.
  • Develop and present training on STARS for Family Law Facilitator staff and on completing budget forms for court accounting staff.
  • Use R, Python, Power BI, Tableau, Qualtrics and other tools to build dynamic and flexible dashboards to allow court users to view and create dynamic models of data relevant to their courts.
  • Collaborate on projects with the Office of Court Research, Information Technology Office, and others to assess the analytical needs of the courts and design and provide data analytics to the courts to assist them in meeting the needs of the AB 1058 program.
  • Work closely with the Information Technology Office and the Office of Court Research to leverage and obtain access to reliable secure technology to access appropriate data to appropriately evaluate the AB 1058 program.
  • Data analytics liaison for AB 1058 data related to external projects in juvenile, language access, family court services and self-help programs aligning data analytics, metrics, collection design, data governance, quality control and documentation across projects.
  • Work closely with other data analysts (Court Interpreters, Self Help, juvenile, family court services) to maintain data governance procedures, share information on projects, and identify projects with child support components.
  • Project Manage the Review of the Statewide Uniform Child Support Guideline.
  • Develop a budget for the project, draft a Request for Proposal to obtain a subject matter expert for the project, contract with experts to conduct the case file review, and monitor invoices and expenses.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations.

OVERVIEW

The Judicial Council of California is accepting applications for the position of Analyst with the Center for Families, Children & the Courts.

This position supports the legislatively mandated AB 1058 Child Support Commissioner and Family Law Facilitator Program. The program includes judicial branch operations in the local courts and executive branch operations in each of the 58 counties, as well as a state oversight agency in each branch (executive and judicial). The Analyst provides professional level data analytics, performs research and statistical analysis and conducts complex analysis of data from the Department of Child Support Services and the Judicial Council's Family Law Facilitator data collection system the Self-Help Tracking And Reporting Survey (STARS), and is responsible for the compliance review program. This position requires proficiency in analysis of large data sets, coding with R or Python, and data visualization in Power BI or Tableau.

Specific projects undertaken by the Analyst will include 1) Research, analyze and provide data analytics and metrics related to the AB 1058 program to assist judicial officers and Court Executive Officers in meeting the needs of court users including designing and implementing data collection projects to assist courts in evaluating the needs of court users; 2) Develop, implement, and maintain an ongoing compliance review program for the statewide AB 1058 program; 3) Design and create data analytics dashboards and visualizations using STARS data to assist courts with the AB 1058 program; 4) Collaborate on projects with the Office of Court Research, Information Technology Office, and others to assess the analytical needs of the courts and design and provide data analytics to the courts; 5) Data analytics liaison for AB 1058 data related to projects in juvenile, language access, family court services and self-help programs aligning data analytics, metrics, collection design, data governance, quality control and documentation across projects. 6) Implement funding allocations to the AB 1058 courts using approved Judicial Council methodologies and processes. Outcomes of data analytics projects include providing analytical and visualization on key court metrics to local court staff including child support commissioners, family law facilitators, court executive officers, various child support justice partners and stakeholders including the Department of Child Support Services, the Child Support Directors Association, and local child support agencies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor's degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.

OR

Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.
