Job Description and Duties

RESPONSIBILITIES

  • Under the direction of the Supervising Attorney, the Senior Analyst is responsible for program management and fiscal monitoring of the statewide Firearm Relinquishment Grant Program established by the 2022 Budget Act.
  • Prepare memos and materials related to the program for Family and Juvenile Law Advisory Committee consideration.
  • Under direction of the Supervising Attorney, and in consultation with the program evaluator, responsible for project management and timeliness of mandated reports.
  • Provide project management and ensure timeliness and fidelity to established data collection and analysis plans for the Firearm Relinquishment Grant Program.
  • Under the direction of the Supervising Attorney, provide oversight and monitoring of grantee operations and ensure compliance.
  • Document program grant management and oversight functions and communicate regularly with court staff to review program compliance and communicate guidelines to programs.
  • Under the direction of the Supervising Attorney, provide education and subject matter technical assistance to grantees.
  • Respond to telephone calls, emails and other requests from grantees and their partners (i.e., law enforcement agencies.)
  • Serve as a subject matter expert to other Judicial Council advisory committees, other Judicial Council offices, and office leadership on firearm relinquishment program implementation.
  • Serve as a subject matter expert and statewide resource with unique, specialized knowledge related to firearm relinquishment providing information to help guide decisions on requests for technical assistance.
  • Respond to requests for information from other Judicial Council offices, Office Leadership, and the Executive Office on firearm relinquishment implementation and court operations.

Working Conditions

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council's San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week

OVERVIEW

The Judicial Council of California is accepting applications for the position of Senior Analyst (Limited Term) for the Center for Families, Children & the Courts (CFCC), Access to Justice unit.

The Senior Analyst position is a regular, full-time, limited term assignment for a duration of no more than 2 years.

This is a limited term position through June 30, 2026 and funded by the 2024 Budget Act to provide analytical support to the Firearm Relinquishment Grant program. The Senior Analyst will be part of a dynamic team that will oversee the $40 million Firearm Relinquishment Grant program, established by the 2022 Budget Act, to ensure that firearms are properly relinquished from individuals court-ordered to do so. This position will be responsible for overseeing grants awarded to courts under this program, including fiscal oversight, funding solicitations if necessary, working with the program evaluator to identify and collect data necessary to measure program effectiveness, identifying program needs for training and technical assistance, drafting required reports for the Legislature, and executing projects, as needed, to support the goals of the overall program.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINUMUM QUALIIFICATIONS

Bachelor's degree, and four (4) years of analytical experience in program analysis, development,

implementation, research, and/or evaluation.

Possession of a bachelor's degree in a directly related field for the assigned discipline such as

political science, public administration, statistics, mathematics, etc., may be substituted for one of

the years of required experience. An additional four years of professional experience as noted above

may substitute for the bachelor's degree. Or additional directly related experience and/or education

may be substituted on a year-for-year basis.

OR

Master's degree in a directly related field for the assigned discipline such as political science, public

administration, statistics, mathematics, etc. that included qualitative and quantitative research, and

one (1) year of analytical experience in program analysis, development, implementation, research,

and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of

experience performing the duties of a class comparable in the level of responsibility to that of an

Analyst in a California Superior Court or California state-level government entity.

  • Detail oriented
  • Excellent communication skills (both oral and written)
  • Demonstrated experience working directly with the courts and justice partners.
