The Alaska Department of Fish and Game, Division of Sport Fish is recruiting for an Analyst/Programmer 3/4 located in Anchorage!

What you will be doing:

As a member of the Sport Fish Research and Technical Services Programming group you will serve as a lead, co-lead or general programmer on several Sport Fish data collection and management projects. You will be fully or partially responsible for all phases of the software life cycle for a diverse set of applications and datasets written in number of different languages and technologies such as Java, Angular, SQL, JS, C# and .NET. This position provides regular unique challenges that require out of the box thinking and creativity with applications and datasets that can range from complex multi-layer web applications to simple single user data collection apps. Expect to work with a dynamic group of personnel and contractors with varying levels of technical skills and knowledge. This is a flex position and training; education and mentorship will be provided to cover areas of expertise.

To contribute to the division successfully achieving these values the incumbent will under mentorship:

  • Represent the Division of Sport Fish concerning departmental applications and systems while working with ADF&G staff, OIT and contractors to develop datasets, applications, and services.

  • Coordinate with staff and the Office of Information Technology (OIT) to ensure performance, file storage and IT infrastructure capabilities of servers are appropriate to support Division needs. This includes occasional troubleshooting and support.

  • Design, administer and maintain Division of Sport Fish databases and application which includes needs assessment; research, design, and selection of hardware and/or systems independently, as team leader, or as a team member.

  • Perform ad hoc computer programming as needed for projects and databases within the Division of Sport Fish when extremely complex, unusual computing issues are involved.

The working environment you can expect:

The position is located at the Anchorage Fish and Game office, close to walking and biking trails (Campbell Creek greenbelt) and home to many computer infrastructure specialists and programmers which allows for the opportunity to develop professional relationships with a diversity of other IT professionals and contribute to high quality storage and access to information on Division data and information about sport fishing. You will have a private walled office. The position requires an ability to work with a high degree of independence but also within a team environment collaborating with staff in the Division of Sport Fish Research and Technical Services as well as regional and area offices. A hybrid telework agreement may be available after a probationary period.

Who we are looking for:

We are looking for an individual who works well independently and in small teams developing and implementing web-based applications. In addition to the Minimum Qualifications for this job class listed below, we are looking for a candidate with the following attributes. Training, education and mentorship will be provided to cover areas where expertise does not exist related to the Analyst Programmer level the incumbent qualifies for:

  • Experience with web development languages such as Angular, Typescript, advanced JavaScript or similar.

  • Experience with C# and/or JAVA applications and Restful services development, implementation and deployment.

  • Knowledge of database programs and utilities related to MS SQL Server and SQL Database management, development and maintenance of new and existing databases.

  • Ability to assign specific programming tasks, sets deadlines for completion of those tasks, schedule work, and hire new staff when needed.

Minimum Qualifications

Analyst/Programmer 3:

Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Special Note:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.

Analyst/Programmer 4:
