Additional Salary Information:

Analyst I: $32.27-$39.24 hourly; $67,121.60-$81,619.20 annually

Analyst II: $35.22-42.81 hourly; $73,257.60-$89,044.80 annually

Effective July 1, 2018, all employees holding positions in this classification shall receive an approximate 5% ongoing non-pensionable compensation increase.

About the Position:

In February 2018, the City of San Jos was one of the first U.S. cities to adopt a Paris Agreement-aligned climate action plan: Climate Smart San Jos.

The Plan puts forth bold climate actions to drastically increase the community's energy efficiency and investment in renewable energy and dramatically reduce car emissions, all while promoting culturally vibrant neighborhoods. The Plan brings together city departments, related agencies, the private sector, and, ultimately, our residents, and community groups to significantly change how cities work pivoting from one that is City-centric into one that is people-focused. Climate Smart San Jos leverages San Jos's strength in innovation. The City of San Jos has an exciting opportunity for a data analyst to develop and apply analytical tools and models to help track and reduce Greenhouse Gas emissions (GHG). The newly created analyst position will work in a small team focused on San Jos's efforts on climate and support programs and initiatives to implement the Climate Smart Plan. This position will perform a variety of complex, professional level analytic duties with exceptional attention to detail.

This position will provide strategic support and involves a high level of coordination and collaboration with other City departments and various units within the Environmental Services Department. The candidate should have a demonstrated ability to conduct data analysis and exceptional problem-solving skills and an understanding of major data sources of energy, environmental, demographic and economic information.

The ideal candidate will have experience with analyzing, synthesizing and communicating technical findings in a clear and concise manner. In addition, the analyst should have excellent written and oral communication skills; the ability to prioritize and execute tasks in an environment with changing needs and critical deadlines; and the ability to take initiative and work independently with broad strategic guidance, as well as in support of and in collaboration with multidisciplinary teams.

Responsibilities may include but are not limited to: maintaining the Climate Smart performance metric dashboard, collecting data and compiling reports, developing and recommending additional/enhanced indicators; provide analytical assistance, including quantitative and qualitative data analysis; data tool creation and maintenance of the Climate Smart Model; the technical research and evaluation of industry and internal best practices in GHG management and the development of the City's GHG inventory.

Analyst I

Education: A Bachelor's Degree from an accredited college or university.

Experience: None.

Analyst II

Education: A Bachelor's Degree from an accredited college or university.

Experience: Two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing an analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution: Experience as a Staff Specialist with the City of San Jos may be substituted for the education requirement on a year for year basis.

The Overstrength Analysts will be assisting the Purchasing workgroup that is responsible for the City's complex procurements (i.e., Requests for Proposal) and contract activities (drafting, negotiating and executing contracts, amendments, change orders, and options). Each analyst will report to a manager to form a "work team" that is collectively responsible for managing assigned projects. The Overstrength Analyst positions are funded through June 30, 2019, and there is a FY 19-20 budget request to make these positions permanent. The essential duties of the Overstrength Analyst positions include: * Reviewing and responding to customer departments' for assigned complex procurements (evaluative Requests for Quote, Requests for Proposal) and contract activities (agreements, amendments, change orders, and options). * Providing administrative and analytic support to Purchasing management staff during the procurement process, such as drafting scripts for oral demonstrations, creating evaluating scoresheets, tabulating evaluation workbooks, scheduling and coordinating vendor meetings, creating solicitations on the e-Procurement system, preparing initial drafts of Council memos and Council action requests, formatting and proofreading solicitation documents for final posting, and other related activities as requested. * Offering administrative and analytic support to Purchasing management staff on contract creation and management. Responsibilities include but are not limited to: drafting initial agreements, amendments, change order and options; clarifying questions with vendors and customer departments; formatting and proofreading documents for final review, preparing documents for contracts transmittal, researching and validating data; and other related activities as requested. * Assisting with special projects such as implementation of the new e-Procurement system. * Other duties, as needed.
