The Analyst II is responsible for reviewing, analyzing, and preparing studies, schedules, exhibits, testimony and reports related to Enbridge's natural gas transmission pipeline and storage companies. Individual will by an active participant in meetings with internal Enbridge departments, including Plant Accounting, Operations, Capacity Planning, Transmission, Environmental Tax, Engineering, and others as appropriate for the timely preparation of various Enbridge rate and certificate filings at FERC and/or state regulatory agencies.
Key participant in the compilation of statements, schedules, exhibits, notifications, data responses and approvals required for rate and certificate filings for existing natural gas facilities as well as new commercial development projects.
Point of contact with internal departments to timely gather the information needed for rate and certificate filings. Must develop and maintain good working relationships with all internal stakeholders including Marketing, Business Development, Legal, Engineering, Environmental and System Planning.
Develop a good working knowledge of FERC regulations, ratemaking concepts, and accounting and tax theories and practices. Lead in the formulation of responses on FERC certificate issues, Notice of Proposed Rule Making, Notice of Inquiries and Final Orders.
The Analyst II must be able to research and interpret FERC regulations, accounting and tax theories and practices, and ratemaking concepts by reviewing Commission guidance documents, including the Code of Federal Regulations, FERC issuances and orders, and other resource references, such as industry periodicals, to provide guidance on regulatory requirements and trends.
The Analyst II must also be able to actively participate and contribute to meetings with project development teams to formulate strategic responses on FERC rate and certificate issues.
Bachelor Degree in Accounting, Business, Economics/Finance, or Environmental Science.
Minimum two (2) years of experience in the natural gas industry
Ability to speak and write in a clear, concise, and organized manner
Ability to develop collaborative working relationships with internal and external stakeholders
Demonstrated ability to effectively solve problems by using analytical skills to reach a logical conclusion.
Good knowledge of Enbridge and its natural gas assets
