TheCity of Anaheim, Public Works Departmentseeks a dynamic Anaheim Resort, Urban Forestry and

Landscape MaintenanceSuperintendentto manage and oversee the maintenance activities of the Anaheim Resort Maintenance District (ARMD), Citywide Landscape Program and Urban Forest. All three programs utilize Public Works staff to oversee the administration of maintenance contracts and contractors.

The ARMD is a 2.3 square mile area surrounding the Disneyland Resort and Anaheim Convention Center. The ARMD is maintained similar to a Home Owners Association. Businesses within the ARMD pay an assessment and the City utilizes those funds to ensure the high level of care necessary to provide a world-class tourist destination. The Anaheim Resort hosts over 22 million visitors annually. Contracts include landscape, irrigation, trees, hardscape, daily cleaning, painting and decorative lighting.

The Citywide Landscape Program includes over 6 million square feet of citywide parkway and median island landscape & irrigation maintenance, various city facility landscape maintenance and miscellaneous annual landscape and irrigation refresh projects. The program also provides support to the Department's Construction Services Division for landscape construction included in other City Capital Improvement Projects.

The City of Anaheim's Urban Forestry includes the Street Tree and Power Line Clearance Maintenance Programs. There are over 90,000 trees in the combined inventory. Public Works oversees the Power Line Clearance Program for Anaheim Public Utilities. The program includes an Operations Tree Supervisor and two Tree Coordinators supporting the Superintendent by providing the daily customer service and contract administration for both programs.

The Superintendent will provide highly responsible and complex staff assistance to higher level management staff, ensure proper response is provided to citizen and guest service requests, enhance existing landscaped areas, and ensure work is performed in accordance with City standards and specifications.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Coordinate the organization, staffing, and operational activities of assigned area.

  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned area of responsibility recommend and implement resulting policies and procedures.

  • Direct, coordinate, and review the work plan for assigned section; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

  • Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

  • Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

  • Administer and monitor Resort/Trees/Landscape maintenance contracts; Review and assist in preparation of contract specifications and provide technical information for request for proposals for all phases of assigned projects.

  • Provide staff assistance to higher level management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

  • Coordinate assigned maintenance activities with those of other divisions and outside agencies and organizations.

  • As assigned, serve as rotating duty manager for the division.

  • Perform related duties as required.

Anaheim Resort Maintenance District (ARMD)

  • Plan and coordinate hardscape and landscape maintenance, accent lighting and infrastructure maintenance of the Anaheim Resort Maintenance District (ARMD).

  • Serve as the focal point for the ARMD District as the City representative to the ARMD Advisory Board and support event preparation.

  • Immediately respond to complaints and issues that impact the guest experience within the Resort District.

  • Review capital improvement plans related to assigned services; provide input regarding future maintenance activities.

  • Perform related duties as required.

Citywide Landscape Program & Urban Forestry

  • Ensure that work conforms to City specifications and is in accordance with City regulations, policies, and operating procedures and practices.

  • Evaluate tree, plant species, and site conditions; review development plans, monitor, and assist in the correct interpretation of information.

  • Supervise, coordinate, and perform duties in relation to the general care and maintenance of the City tree maintenance and oversee Tree maintenance staff and power line clearance program.

  • Supervise, inspect and monitor all tree maintenance work performed for compliance as directed by city and contract specifications.

  • Respond to and address citizen service requests and complaints. Must have good written and verbal communication and customer service skills.

  • Inspect assigned City infrastructure, facilities, and right-of-way areas for maintenance needs and recommend appropriate actions; assist in developing short- and long-range work plans, procedures, and schedules.

  • Review plans of new and/or renovation projects for conformance with contract specifications. This would include the enhancement of existing areas and upgrades of landscape sections including irrigation; grading, drainage and planting.

  • Perform related duties as required

Qualifications

  • Five years of responsible maintenance and construction experience related to landscape/horticulture/agricultural/arboriculture, including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized or college level course work in construction technology, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Strong knowledge of:

  • hardscape and landscape maintenance principles and practices;
  • operational characteristics, services, and activities of a maintenance, construction, and repair program;
  • organization and management practices as applied to the evaluation of maintenance operations programs, policies and operation needs;
  • modern and complex principles and practices of municipal maintenance operations;
  • services program development and administration;
  • principles and practices of public works maintenance operations and their application to a wide variety of operational programs;
  • specification writing principles and practices;
  • preparation and evaluation of "Requests for Proposal" for services;
  • principles and practices of contract administration;
  • principles of municipal budget preparation and control;
  • principles and procedures of record keeping;
  • principles of business letter writing and report preparation;
  • office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases;
  • principles of supervision, training, and performance evaluation;
  • hazardous material containment and disposal principles and practices;
  • pertinent federal, state and local laws, codes, and regulations including those regarding labor laws, CAL-OSHA, Americans with Disability Act (ADA) and general safety regulations; good customer relations techniques.

Ability to:

  • coordinate and direct maintenance programs;
  • recommend and implement goals, objectives, policies and procedures for providing maintenance services

  • establish and maintain effective working relationships with those contacted in the course of work.
  • understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations;
  • interpret and explain City policies and procedures;
  • participate in the preparation and administration of assigned budgets;

and

  • Possession of an appropriate, valid driver's license.

  • Possession of a Qualified Applicators License and/or Pest Control Advisor License issued by the department of Pesticide Regulation are highly desirable.

  • A Certified Arborist Certificate from the International Society of Arboriculture is highly desirable.

  • Municipal experience is highly desired.
