Description: Duties may include all or part of the following tasks and responsibilities:

Responsible for technical and strategic sustainment operations teams' performance related to contract execution associated with supply products and sustainment services for program requirements for all USG/FMS and Direct Commercial programs Solutions. Manage and execute all aspects of Sustainment Supply - Item Management, Kit Management, Ops Center Support, Repair Management, Supply Modeling and Optimization, Field Service Representatives, Site Activation, PHS&T, Provisioning, and Supply Design and IT Tool development. Oversees tactical optimization activities for Item Management team.

Oversees supply liaison work at Bases/Sites. Responsible for Provisioning team's performance related to contract execution of associated program requirements.

Directs Integrated Logistics efforts across all P-3, C-5 and C-130 contracts.

Integrates Training efforts with Rotary and Mission System BA. Directs planning, scheduling, and implementation of sustainment operations and on-going activities with services/countries. Supports the design of processes and infrastructure to develop employees, customers & suppliers to operate in a PBL multi-faceted sustainment contractual environment as well as in a more traditional Transactional contract model. Supports definition, development, procurement, integration, testing and implementation of the Program Sustainment solution.

Oversees supply proposals, task sheet development, and BOE development for Supply team. Provides guidance for the RFI/RFP responses.

Guides the development of Supplier Statement of Work Development and Coordination; supply services SOWs for Performance Based Logistics, repair contracts, Supplier Distributor Agreements, and 3PL agreements. Oversees CAM/BOSS/EV responsibilities for the Supply team. Guides CPAR/CPR development and submittal.

Responsible for any required CDRL development and submittal. Provides risk identification and corrective action development/guidance. Ensures compliance with Commercial and USG/FMS contract clauses, payment milestones, Performance Work Statements and Statements Of Work for all supply requirements.

Develop Supply Requirements and identify Spares list/Parts Catalogue. Develop Logistics Support Analysis Data; Perform Logistics supplier analysis related to provisioning of technical Engineering source data; Process Engineering Changes, Field Data, and Supplier data. May support DLA cataloging activities as required.

Provides guidance for Depot Partnering activation and sustainment activities and provides issue resolution. Coordinates all activity requirements for implementation of Depot Partnering work transfers: tech manuals, training, material requirements, supplier coordination, stand-up and certification as well as technical requirements reviews. Monitors existing Depot Partnering processes and analyzes their effectiveness.

Manages Sub-Contractor requirements and performance at Customer and LM commercial warehouse sites. Oversees and provides guidance for Service Center sustainment activities. Oversees MICAP/AOG requirement closure.

Ensures coordination across teams to calibrate funding and/or modeling requirements. Responsible for development of supply services strategy for 3PL Kitting Agreements. Ensures the team supports kitting activities, kitting performance and manages delivery of kits to support depot and squadron level mod plans.

Ensures coordination across teams to support kitting activities. Ensures the distribution of Performance Metrics and Supply Analytics reports. Provides talent management/rewards and recognition/employee engagement.

Provide oversight of warehouse operations for Customer and/or LM owned spares. Provides oversight of material movement, transportation solutions and Freight Forwarder performance. Assigns resources and defines priorities. Ensures compliance with ITAR/Commerce.

Desired Skills:
Experience in Supply Chain Management, Engineering, Program Management, or other Logistics focused technical field.

  • Strong business acumen.

  • Ability to partner with industry, Depots, and the customer for efficient Sustainment execution.

  • Experience with US Government, International and Commercial customers.

  • Ability to create and nurture a strong Sustainment Culture within the AMMM and Aero LOB.

  • Experience leading a large team to include Lockheed employees and third party suppliers.

  • Ability to work effectively in a matrix environment.

  • Experience with the integration of other organizations to identify and develop innovative solutions to meet customer requirements.

  • Experience with Sustainment import/export requirements (material, data and personnel).

  • Ability to manage, coach, train and motivate team in technical and leadership development.

  • Strong presentation skills and ability to address complex matter / solutions with senior leadership.

  • Knowledgeable of Culture of Accountability Principles and Practices.

Qualifications Required Minimum Education: The position requires completion of a Bachelor's degree in Accounting, Business Administration, Information Systems or related area. Required Minimum Experience: Three years health care experience, resource and supply management (e.g. supply chain) and/or other similar experience where analytical and critical thinking skills are considered to be transferable is preferred. Experience in creating reports preferred. Demonstrated ability to initiate and complete projects in a timely manner and support multiple projects concurrently. Independent and self-motivated. Required Minimum Skills: Strong computer skills and experience with financial and/or supply chain systems. Experience working with MS-Office, Excel and Access needed. Exposure to Crystal Reports a plus. Strong logical analysis and critical thinking skills. Must be able to communicate and understand verbal and written English language and display a positive attitude and customer relations skills.
