Job Description

Act as school division leader of all alternative education programs. Provide oversight in the development (in conjunction with the ALP Administrator/lead teacher and the Coordinator of Compliance) of an alternative educational program that carries out the general policies and regulations of the District. This development and implementation of the ALP instruction program will be presented annually to the Executive Director of Curriculum & Instruction and Assistant Superintendent for review and approval. Provide oversite and be responsible for the ALP facility, equipment, and materials/supplies. Provide oversight of the IASAP/GED program (in conjunction with the Coordinator of Compliance and the GED instructor, as well as coordination with the high school counseling staff, high school principal, and the COMPLEX librarian [where the program will be housed]. Provide oversight for all homebased and homebound instruction, including the securing of, and scheduling of homebased and homebound instructors. Provide leadership and coordination of Title IX training of all staff and students across the District in conjunction with the Title IX Coordinator. Will be expected to perform any of the administrative duties as assigned by the Executive Director of Curriculum & Instruction, Assistant Superintendent and/or the Superintendent.

Primary Function

Under the direction of the Assistant Superintendent and the Executive Director of Curriculum & Instruction, serves as the instructional leader and chief administrator of all of the District's alternative education program(s); develops and coordinates all aspects of the instructional program at the alternative education school site; develops and coordinates all aspects of the GED program; organizes, directs, supervises and evaluates all site personnel; participates in staff, student, and community activities; serves as coordinator of expelled students; serves as the Homebased/Homebound Coordinator and serves as the organizer for MS/HS staff and student education in regards to Title IX guidelines. The office for this position will be housed at the Alternative Learning Center. However, this position will require travel to and from the middle school, the high school, the central office, and occasionally to locations for homebased/homebound instruction.

Supervision of Others

Direct supervision over:

  • Instructional paraprofessionals and other classified staff members.

  • All regular instructional and other professional staff members assigned to the alternative school.

  • Supervision of the Compliance Coordinator.

Areas of Responsibility

In addition to the primary function, the Alternative Education Administrator shall be responsible for the oversight of the:

  • Development of alternative education programs that serves students on an instructional, emotional, behavioral and/or career-oriented basis.

  • Collaborating with the MS and HS principals in regards to alternative educational programs, redemption of character and behavior, refocusing of goals, and the development of strategies for students to be admitted back to regular programs, etc.

  • Continually evaluating the alternative education programs and practices, curriculum content, and pilot or experimental programs effectiveness and making changes as necessary to meet the goals of the programs.

  • Affecting or recommending changes which will lead to improved administration, supervision and opportunity for student development.

  • Developing and administering the general school routine, and coordinate all activities within each of the programs.

  • Participating in the selection of new teaching and classified personnel.

  • Observing, counseling, and motivating professional staff toward performances to attain the educational goals of the District.

  • Utilizing to the fullest extent possible, all available school facilities, materials, and staff service personnel.

  • Maintaining an educational philosophy and program climates which encourages a cooperative and participating attitude on the part of all teachers/staff and students.

  • Maintaining a standard of student behavior designed to command respect and minimize school and classroom interruptions.

  • Provide oversight in the resolution of student behavioral problems on buses and in the alternative educational setting.

  • Encouraging and initiating continued improvement in curriculum and teaching methods in cooperation with District Administration, subject area specialists, and faculty/staff.

  • Identifying intellectual, physical, social and emotional needs affecting students' success in school, and taking steps to direct and coordinate the efforts of teachers and parents with staff services and special education personnel.

  • Planning and submitting annual budget needs for the building to the Director of Finance prior to the district deadline.

  • Maintaining effective communication to keep the staff, students, and parents properly informed.

  • Orienting new personnel assigned to each program.

  • Having school records available and up-to-date for ready reference and reporting.

  • Planning and conducting staff and planning meetings on a regular basis and as necessary.

  • Interpreting and clarifying relationships between teachers/staff, subject area chairpersons, and specialized personnel in accordance with District policy with regard to student transition (to and from programs), student services, etc.

  • Making recommendations to District Administration on any matter which will improve the excellence of the alternative education programs and/or Title IX education.

  • Actively participating and encouraging staff participation in parent-teacher meetings, division meetings and other community groups, as a means of developing understanding, cooperation, and respect for program objectives and endeavors.

  • Review, authorize, or disapprove all professional staff requests for instructional materials, leave, activities, and equipment within the approved budget.

  • Authorizing all requests for special and regular pupil transportation needs.

  • For approving attendance by staff for professional conferences, seminars, and workshops and for submitting these requests to the appropriate Central Office staff member for final authorization.

  • Development and implementation of a master schedules that accommodates student needs for all programs (ALP, Homebound, Homebased, and ISAEP/GED).

  • Developing a plan to schedule Title IX training for all MS/HS staff and students.

  • Performing all other acts reasonable and necessary to accomplish his/her primary function as requested by the Executive Director of Curriculum & Instruction, Assistant Superintendent and the Superintendent.

The Alternative Programs Director's responsibilities shall include, but not be limited to the following:

  • Administer to the requirements of state and federal guidelines

  • School improvement efforts

  • Assist in grant applications

  • Scheduling

  • State and federal mandated testing

  • Student demographics/attendance/grades (Computerized)

  • Staff observations and evaluations

  • Student supervision/discipline

  • Developing and maintaining computer and internet monitoring of all students

  • And all other duties as assigned by the Assistant Superintendent, Executive Director of Curriculum & Instruction and the Superintendent.

Qualifications Required

  • Education: A Postgraduate Professional Certificate with appropriate administrative endorsement and experience.

  • Experience Required: Minimum of three years successful experience as a school site administrator preferred. Minimum of three of successful experience as a teacher required.

  • Experience Preferred: At least two years of successful full-time experience as a building administrator, preferred.

  • Knowledge: A basic understanding of the activities and development of an elementary/secondary classroom and have the ability to work closely with children and adults.

  • Ability to: Must have the ability to speak, read, and write in English in a job-related setting. Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, teachers, students, parents and general public. Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardizations exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Computer Skills: Familiarity with basic computer operation and software including the sending and receiving of e-mail. Ability to learn various computer operations required for the management of student information and in the preparation of reports and presentations. Other: Ability to apply knowledge of current research and theory to instructional program and staff leadership. Ability to plan and implement supervision and staff coaching schedules and appropriately assign tasks to responsible staff. Ability to establish and maintain effective relationships with faculty, staff, peers and parents; skill in oral and written communication.

  • Clearances: Required Fingerprinting/Department of Justice and Tuberculosis clearance.

Typical Duties:

The major responsibilities of the administrator shall include, but not be limited to:

  • Be responsible to the Assistant Superintendent for all organization, administration, and supervision within his/her assigned areas of responsibility. Properly supervise classroom instruction and organization for all alternative instructional programs and Title IX training/instruction.

  • Conduct evaluations of all certificated and classified staff of each program under his/her supervision. Provide input to the evaluations of maintenance, operations and food service staff assigned to the programs.

  • Keep the Superintendent informed as to the physical condition of the school and activities therein.

  • Assist in the coordinating and development and implementation of a course of study and adopting new instructional programs/modalities on a regular basis.

  • Help in developing and maintaining good public relations amongst the schools, and within the communities and for utilizing fully community resources to enrich the learning programs.

  • Help keep attendance records, regulate conduct, and safeguard the health and safety of pupils, as well as oversee proper supervision and safety, file accident reports, and correspond with doctors, agencies, clinics, and parents.

  • Lead the planning, approval, supervision and conduct of ancillary and supporting activities which will support the overall goals of each program under his/her supervision.

  • Lead the following:

  • Fire drills and other safety drills (in accordance with state requirements)

  • Coordinating and providing for proper supervision of all activities in his/her building(s)

  • Scheduling and conducting staff meetings, meetings with agencies, and central office/school staff.

  • Serve with the authority to suspend pupils according to provisions of board policy and state statute.

  • Lead the following:

  • Supervising pupils

  • Preparing class schedules and student schedules

  • Placement of students and teachers in buildings

  • Transition of students to and from all alternative instruction programs

  • Be informed of district policies and procedures and help to interpret to staff and pupils when necessary.

  • Be informed of trends in education and constantly strive for the upgrading of instruction and curriculum via reading professional journals, workshops and conferences.

  • Evaluate all personnel under his/her supervision using MCPS procedures.

  • Organize, review, and interview all perspective personnel for the programs under his/her supervision

  • Share in the evaluation (with building Principal[s]) of teachers who are both school site instructors and homebased and/or homebound instructors, as applicable.
