About the Division

The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and DES-managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates, and preserves the 486-acre state Capitol Campus in Olympia, including more than 32 buildings, 18 public monuments, four state parks, over 6,000 parking stalls, and a 260-acre lake. B&G executes these responsibilities through the following service programs:  Facilities Operations, Grounds Operations, Leadership and Administrative, Maintenance and Repairs, Parking Services, and Support Services Custodial.  

About this position

Within the Facility Operations team of Buildings & Grounds Division, this position works directly under the Senior Portfolio Property Manager. This position is responsible 24 hours a day / 7 days per week for the maintenance and operations of the Alaska St. (Dept. of Services for the Blind) buildings and grounds. This position is responsible for inspecting the buildings and grounds for all preventative and corrective maintenance needs, and completions. This role oversees all preventative and corrective maintenance, custodial and grounds keeping, and vendors utilizing proper State contracting requirements.

This position acts as a liaison on behalf of DES' interests, and interacts with stakeholders, tenants, visitors, coworkers, and management for the physical and financial wellbeing of the buildings and grounds. This position meets with tenants on a routine basis to ensure their needs are met and is responsible for managing the operating budget assigned to the Alaska St. location.

This position will also assist with maintenance and operational duties as needed at the Kelso facility. Some of the duties that you will be doing

Alaska St. Daily Maintenance and Operation Management

  • Responsible for daily management of the building and grounds, in conjunction with tenants of the building needs
  • Identifies deficiencies, generates work orders for maintenance needs, and corrects them in a professional, timely, workmanlike manner exercising good judgement and adherence to code requirements
  • Serves as the DES on-site representative for projects, evaluates and processes tenant improvement requests, plans, coordinates, and assists with estimates and scheduling of all construction projects with DES Project Managers
  • Coordinates and oversees maintenance activities with outside entities such as vendors and utility companies 
  • Responsible for ensuring compliance with applicable uniform building and fire codes, and accessibility issues
  • Maintains excellent communication with supervisor, tenant agency facility planners, program managers, tenants, and administrators. Available 24 hours a day / 7 days a week for emergency and disaster relief
  • Manages building maintenance, inspection, testing, and operations related to systems such as the building envelope, roof, HVAC, fire system, elevators, security system (if applicable) and other building systems 
  • Creates and/or enforces policies and procedures related to vendor contracting, building operations, system operations, inspections, testing, etc. 
  • Works with tenant agency administrators and committees to create and/or enforce policies and procedures related to safety and other committees and assists with annual tenant fire & earthquake drills
  • Member of building safety committee and responsible for ensuring repair of safety hazards and reviewing problems with appropriate authorities including City, L&I and DOH

Kelso Facility Maintenance & Operations 

  • Responsible for assisting the Kelso Building Manager at least 1 day per week and as needed with operations and maintenance management of the building and grounds in conjunction with tenants' needs
  • Identifies deficiencies, generates work orders for maintenance needs, and completes work in a professional, timely, a commercially reasonable manner exercising good judgement and adherence to code requirements
  • Serves as the DES on-site representative for projects, evaluates and processes tenant improvement requests, plans, coordinates, and assists with estimates and scheduling of all construction projects with DES Project Managers
  • Coordinates and oversees maintenance activities with outside entities such as vendors, governmental agencies, and utility companies
  • Responsible for ensuring compliance with applicable uniform building and fire codes, and accessibility issues
  • Maintains excellent communication with supervisor, tenant agency facility planners, program managers, tenants, and administrators
  • Available 24 hours a day / 7 days a week for emergency and disaster relief

Vendors / Service Providers Management

  • Ensures proper vendor contracting and utilization occurs within the guidelines set forth in RCW 39.26 and the DES Direct Buy Policy
  • Oversees all vendor service providers including contractual obligations, communications, coordination of workflow with vendors, and addresses any performance issues
  • Enforces service standards and implements quality management initiatives
  • Reviews invoices to ensure accuracy before authorization of payment

Administrative & Budget

  • Manages annual operating budget
  • Completes monthly purchase card reconciliations
  • Utilizes MS Outlook, Word, Excel, PowerPoint and other software such as Mainsaver and Allerton HVAC controls

Required Qualifications 

  • High school diploma or GED
  • Completion of a recognized apprenticeship in a skilled mechanic trade
  • One year applicable work experience as a journey-level worker in building and equipment maintenance

Preferred/Desired Qualifications

  • Consulting skills/abilities: ability to partner with tenants and DES staff to identify and resolve complex or sensitive issues
  • Knowledge of construction methods and cost of operation and limitations of construction equipment; building materials, their cost, uses and sources of supply; contractual relations, including specifications and DES fiscal procedures; principles of engineering, their application to construction; the ability to read blueprints and analyze construction plans and specifications
  • Knowledge and experience in more than one trade or craft of construction, maintenance, repair and modification of buildings, facilities, mechanical equipment, machinery, elevators, welding, and use of specific apparatus in fields such as plumbing, electrical, welding, carpentry, HVAC, and machinist work
  • Ability to lead others and coordinate work, supplies, equipment, vendors, tenants, and personnel
  • Communication skills/abilities: ability to convey ideas and facts in writing using language that the audience will best understand
  • Relationship-building skills/abilities: ability to develop positive, productive, respectful working relationships with the public, tenants, visitors, supervisor, and co-workers

Ability to do the following

  • Perform skilled work in a wide variety of construction and maintenance trades / crafts
  • Knowledge of building & grounds system maintenance requirements; regulations, laws, ordinances, codes, and standards
  • Comply with State of Washington procurement regulations & DES Direct Buy policy
  • Develop, implement, and evaluate complicated operations and strategic PM programs
  • Cooperate with other building mangers
  • Work and make difficult decisions under pressures of deadlines and budget restraints 
  • Obtain, clarify, and exchange information with a wide variety of people

  • Prepare accurate and concise reports in both written and oral communications 
  • Computer skills including Adobe DC, Microsoft Word, Outlook, Excel, PowerPoint, use of the internet and DES programs such as FIMS, FMMS, Mainsaver, etc.

Working Conditions: 

Work Setting: This position works indoors and outdoors, sometimes under adverse and extreme weather conditions

Schedule: 40 hours, Monday through Friday (On average: 80% at Alaska St. & 20% at Kelso)

Work Locations: 3411 S. Alaska St. Seattle, WA 98118 and 711 Vine St. Kelso, WA 98626

Travel Requirements: Position requires frequent travel to manage the Alaska St. and Kelso facilities, picking up of materials, meeting with managers, clients or employees, attending or providing training, and visiting various retailers.

Customer Interactions | Position interacts with the building tenants, DES staff, property managers, project managers, other outside Thurston County building managers, vendors, contractors, and visitors.

Other | This position is recognized as Continuity of Operations Plans (COOP) Designation - for Disaster or Emergency Recovery. This means that this position may be required to report to work to support any emergency situations that affect DES owned properties. 

  • This position will immediately perform safe visual inspections of structural components and building related infrastructure. If needed, DES' staff will contact qualified consultants for a thorough assessment
  • After the visual inspection, this position will contact and provide updates to supervisor & other necessary DES staff members
  • This position will also contact tenant representatives by means of the tenant emergency contact list (established phone tree)
  • The tenant agency will follow their COOP plan
  • If the building is damaged in any way, DES' staff and consultants will advise as to the condition of the building and determine whether to occupy all of any part of the building
  • If the building is structurally sound and only has no or minimal damage, the incumbent in this position will work with the supervisor and other necessary DES staff to contact the appropriate vendor or contractor for repairs
  • After repairs have been made, a final safety assessment for approval to occupy the building will be determined by DES' staff and consultants
  • Tenant occupancy will be based on the condition assessment
