Job Summary

Under general supervision, is responsible for performing investigative and enforcement work to ensure compliance with the City's Alarm Code. Issues citations and maintains accurate and complete records on alarm permits issued, histories, and fees collected. Working conditions are primarily in an office environment. Exercises functional supervision over assigned staff.

Essential Job Functions

  • Inspects alarm-site locations for address, permit holder, and systems verification.

  • Interprets, administers, and enforces the City's Alarm Code and issues citations for violations.

  • Enforces revocation section of the Alarm Code.

  • Investigates false alarms involving an appeal for service fees and/or denial or revocation of permit.

  • Inspects alarm systems that have been revoked or require renewal to ensure eligibility for reissuing of permit.

  • Testifies at revocation appeal hearings and in court.

  • Investigates unusual occurrences affecting alarm systems.

  • Completes reports relative to investigations, inspections, etc. and compiles data for management reports.

  • Enters and revises data in computer, pertaining to alarm permits, revocation, etc. and files cases.

  • Maintains records on permits issued, fees collected, etc.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Two (2) years of investigative or interviewing experience and experience in the regulation or enforcement of City ordinances.

  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • Bilingual (English/Spanish).

  • Strong verbal and written communication skills.

  • Experience in Customer Service.

  • Ability to multi-task.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of all aspects of the Alarm Code.

  • Knowledge of legal justification for issuing citations.

  • Knowledge of various types of alarm systems.

  • Knowledge of computer codes necessary to retrieve information from computer systems.

  • Knowledge of investigative procedures and practices.

  • Knowledge of City streets and addresses.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to exercise independent judgment and work with minimal supervision.

  • Ability to communicate clearly and effectively.

  • Ability to conduct an investigation using standard investigative procedures.

  • Ability to maintain good public relations.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to prepare and conduct presentations to Police and the public sector.

  • Ability to perform all the physical requirements of the position.
