BRIEF DESCRIPTION:
This position is responsible for managing, planning, programming, budgeting, performance and regulatory compliance of the City's Airports Division. Extensive knowledge of federal and state regulations is required.
These regulations include, but are not limited to, 14 CFR Part 139, 49 CFR Part 1542, grant assurances and compliance, and Transportation Security Administration practices and compliance. This position works closely with the FAA, TSA, TX DOT and the Department of Defense. This position is responsible for the management of two Airports:
Kickapoo Downtown Airport and Wichita Falls Regional Airport. This is accomplished by working with a broad customer base through daily operations management, planning and coordinating airport improvements, creation and implementation of leases and other legal documents, facilities management, and the development and execution of annual budgets for both airports. The Airports Administrator directly supervises two operations supervisors, and is also involved in scheduling and assigning daily operations and tasks, communicating and working with parties interested in the airport. Other duties include serving as the Airports Division liaison to state and federal agencies, developing both short and long-term goals, and the implementation of internal and external policies and procedures, as consistent with the City and Director of Aviation, Traffic and Transportation.

2 L Supervises all airport employees, including operations supervisors, by scheduling and assigning tasks, providing direction, monitoring progress, developing and overseeing training activities, and acting as backup during employee absences. Airport operations at both Kickapoo and Regional occur 24 hours per day throughout the year.
The Administrator is responsible for ensuring staff service delivery to commercial airline customers, tenants, and general aviation pilots. Developing procedures for airfield maintenance, repair, operations and appropriate documentation. Directing staff to address repair and maintenance issues and identifying corrective action to meet safety requirements.
3 S Communicates with tenants and customers to address concerns and customer service issues, as well as to determine future capital infrastructure improvements and coordinate upcoming construction. Coordinates staff to address passenger luggage, operational and customer service issues at both airports.
Serves on boards and commissions. Serves as liaison with various federal and state agencies to coordinate operation, planning and construction functions. Serves as point of contact for any dignitary and/or event using the airports.
Identifies future tenants and customers, working to recruit them to the appropriate airfield in an effort to secure additional services and airport revenue. Provides presentations and outreach to various public groups.
4 L Coordinates construction and long term planning by working with airport consultants, coordinating construction and inspection activities, and completing related payments. Ensures that construction does not impact aviation safety.
Works directly with selected engineering and planning consultants to ensure designed and constructed capital projects meet the operational needs of the Airports Division. Identifies both long and short-term capital projects to improve safety and operational functions at both airports.
5 S Manages fiscal activities by approving purchases and payments, monitoring receivables, preparing and submitting regularly scheduled financial reports, preparing and monitoring the annual budget, and approving all expenditures. Both Regional and Kickapoo are Enterprise funds for the City, and it is the Administrator's responsibility to ensure profitability at both airports. Annually applies for and manages over $1 million in grant funding from both the FAA and TxDOT, ensuring that funds are spent on the appropriate scope of work and that grant reporting is properly documented.
6 S Ensures that all federal and state regulations for the operation of Kickapoo and Regional are in compliance. These agencies include the Department of Defense, the United States Air Force, FAA, TSA, and the Texas Department of Transportation Aviation Division.
Coordinates local activities with other City Divisions and County agencies. Coordinate airport activities during emergencies and disasters. Develops, manage and coordinates all airport security aspects with other governmental agencies and the public.
Position serves as the Airports Security Coordinator. Ensures operational safety and compliance to minimize hazards to users of the local commercial and general aviation systems.
7 L Manages facilities by monitoring upkeep and maintenance of buildings and airfields, communicating with building maintenance staff, and coordinating repair and maintenance activities with other departments. Coordinates with FAA, TxDOT Aviation and the TSA to ensure that airfield and security safety measures are compliant and current.
Updates appropriate documentation to reflect airfield and security requirements. Coordinates with United States Air Force to ensure that airfield infrastructure and safety protocol are in compliance. Identifies and correct any airfield deficiencies.
Documents all identified and corrective measures with airfield safety and regulatory compliance. Regularly reviews TSA "no fly" list to ensure TSA compliance, and communicates updates to tenant airlines and charters.
8 S Completes related activities by attending and participating in related meetings and events.
JOB REQUIREMENTS:
Formal Education Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
