Overview
Under the Direction of the Assistant Director, the Airport Property Manager is responsible for administering all phases of municipal airport property management and development. They will create and implement strategies to expand airport commercial development including a wide variety of airport real estate activities, lease administrations, contracts, and service agreements. They will also serve as a property manager, tenant liaison, contract administrator, new business developer, and compliance officer. The Airport Property Manager will require a high level of analytical, reading and writing skills and must maintain organized files that meet City and FAA audit standards.
Responsibilities
Coordinate the development and negotiation for airline leases, ground and building leases, concession contracts, and all other property agreements for the airport
Identify and prepare exhibits
Prepare and evaluate bid proposal documents and contract documents for professional services, ground leases, concession, and other agreements
Serve as liaison between the Airport, City Legal, and prospective business partners
Consult with Assistant Director on lessee meetings and document tenant negotiation process
Engage with third party consultants, legal experts, property appraisers, and other business partners to create and finalize documents
Montior the performance of Airport leases and contracts, ensuring the timely receipt of contractually required documents, payments, annual escalations, and schedule of fees
Define, clarify, and communicate contract terms and conditions with tenants and other stakeholders
Work with tenants and contractors on approval for new construction and improvements to buildings and premises
Maintain and monitor the status of lease holdings, permits, special agreements, service data, and prepare reports for management regarding contract updates and compliance
Maintain detailed property files and tenant correspondence
Serve as primary liaison to resolve issues and contract disputes
Manage all lease files and agreements for the Corpus Christi International Airport and ensure tenant lease compliance
Market unleased space and available airport land and work with third party developers as necessary
Develop and maintain a schedule for site visits and inspections of leasehold premises
Serve as primary liaison for tenant relations and future business development relationships
Facilitate the Tenant Modification and Capital Improvement Request process
Review submissions for compliance, safety, permitting, and operational efficacy
Ensure all leaseholders are in compliance with legal requirements, airport specifications, and government regulations
Coordinate property appraisals and land acquisitions items
Audit and adjust properties based on appraisal results
Maintain regulatory compliance with all FAA Grant Assurances, FAA AIP Handbook, and other requirements
Coordinate with Airport department managers to draft Scop of Work (SOW) for formal solicitation
Disseminate solicitation documents to potential vendors
Coordinate the solicitation process with City, Legal, Risk, Procurement, and potential vendors
Prepare requisition documents for processing and follow up on related tasks to include Purchase Order, Service Agreement, and Notice to Proceed
Prepare consultant contracts and lease amendments
Review and approve invoices for payment to ensure compliance with service agreement terms
Research and prepare proposals for administration and grants applicable for Aviation projects
Assist with procurement of large equipment
Conduct surveys and prepare reports related to rental rates, charges, leasing programs, and leasing policies
Review the annual Airport Schedule of Fees and Charges and make recommendations for rates, charges, and other airport use fees
Work with the Assistant Director of Aviation to develop the annual revenue budget for building rents, ground leases, and other airport agreements
Perform a variety of other tasks to support quality performance
May be asked to perform other duties as assigned
Qualifications
Requires a Bachelor's Degree (BA/BS)
Minimum of six (6) years of experience
Knowledge of legal practices relating to the development of contracts and lease agreements
Knowledge of property appraisal principles, practices, and methods
Knowledge of policies, practices, and methods used for setting rental rates
Skill in identifying business development opportunities for existing and prospective tenants
Skill in interpretating FAA rules and regulations in airport properties and land development
A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
