General Statement of Duties

The Airport Project Manager Environmental oversees the development of proposals and execution of work including the development and implementation the permitting strategies for major development projects. The position is the lead individual for identifying permit requirements, scheduling permit applications, developing permitting strategies, and managing timely completion of deliverables. The ideal candidate possesses in-depth technical, project and client management experience, NEPA and state environmental documentation, environmental regulatory permitting, wetland restoration planning, wetlands science, cultural resource management, and protected species management.

Represents the Airport at conferences and in public, community, legislative and tenant meetings, including hearings and other forums regarding the environmental affairs of the Airport and does related work that pertains to passengers and the general aviation community.

Examples of Duties Performed - Duties may include but are not limited to the following

Under the general direction of senior management, this manager is responsible for directing environmental compliance for the airport; advising technical professionals on development and compliance with environmental concerns pertaining to airport planning and development.

Works effectively with federal, state and local agencies responsible for environmental compliance and aviation industry best practices. Non-compliance can result in penalties including fines, loss of grant funding, contracts and loans.

Develops and provides analysis on environmental procedures, practices, program goals and projects for implementation; ensures consultant project plans are in compliance with environmental regulations.

Develops environmental inspection protocols and directs reporting of the findings prior to submittal to clients and government agencies; develops policy or operating guidelines to comply with changes to environmental standards or regulations.

Read and interpret detailed information such as: leases and contracts, architectural and engineering drawings and specification, and federal, state and local regulations; proficiently use a computer, including Microsoft Office products.

Leads the procurement of professional services for environmental inspection and monitoring management programs on airport property, writing advertisements writing RFQs, contacting candidates, participating in proposal and bid review and selection process; approves consultant project plans to determine compliance with specifications.

Coordination of protected species surveys.

Ensures environmental compliance by airport operations, tenants and contractors, including Part 77 compliance; Plans and implements staff and tenant training regarding environmental requirements.

Approves tenant construction drawings for proposed projects to ensure tenant plans meet environmental compliance standards.

Conducts analysis of Airport facilities, operations and construction projects for opportunities to incorporate sustainability initiatives; and leads the airport's initiatives to reduce energy use and costs.

Oversees storm water management, including the National Pollutant Discharge Elimination System (NPDES) permit.

Establishes and implements a wide range of planning functions including feasibility studies, facility condition reports and airport master plans.

Serves as Airport liaison to governmental agencies, contractors and other City departments on environmental matters.

Serves on or provides professional staff support to a variety of City committees and task teams.


Knowledge of:

Principles, practices, techniques and purposes of airport environmental planning and management.

Environmental management as applied in administering and directing the preparation of a wide variety of studies, technical reports and analysis.

Techniques and sources of information applicable to the collection, analysis, and presentation of data pertaining to environmental management.

Supervisory principles and practices including planning, delegating and consideration of the work of consultants.

Principles and practices of airport planning, environmental laws, regulations and procedures.

Demonstrated ability to draft requests for proposals, technical specifications, policies, procedures, reports, forms, letters and memorandum.

AutoCADD and GIS Programs preferred.

Skill in establishing and maintaining effective working relationships and communications with governmental officials, employees and regulatory agencies, tenants, advisory committee, fellow employees, contractors and the general public.

Ability to:

Perform a variety of project development and management duties independently or with minimal supervision; manage multiple and diverse activities and projects; effectively develop and administer program area.

Establish and maintain effective working relationships and communications with governmental officials, employees and regulatory agencies, tenants, advisory committee, fellow employees, contractors and the general public; gain cooperation through discussion and persuasion;

Analyze and interpret research findings on complex issues dealing with various aspects of airport management and environmental regulations; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Learn FAA rules, regulations and FAA Advisory Circulars, project eligibility, airport design standards, and priority for AIP Handbook and PFC programs. Familiarity with state funding programs within a reasonable amount of time.

Learn AutoCADD and GIS programs within a reasonable amount of time.

Obtain status as an AAAE Certified Member within three years of employment and AAE within five years of employment.




Possession of Bachelor's degree from an accredited college or university, preferably in airport management, engineering, business management, planning, public policy and administration or a related field.


Five years of professional experience that includes airport management, environmental management, project management, capital programming, or grants development and management.

License or Certificate

A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803,355).
