General Statement of Duties: The Airport Planning Manager assists the Director of Aviation overseeing the administration of grants, ensuring compliance with the FAA Airports District Office and other Federal Agencies, Budget, Advisory Circulars, and state and local laws.

This includes coordinating the annual submission of FAA Airport Improvement Program (AIP) grants aligned with the Airport's Capital Improvement Plan. Reviews monthly grant reports, presents quarterly/monthly grant information to stakeholders, and offers technical and policy planning support for airport projects and grant funding plans. Maintains appropriate documentation of airport funding plans in accordance with FAA guidelines, liaising with construction teams throughout the course of projects.

Supervision Received: Works under the general supervision of the Director and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals.

Supervision Exercised: This position offers general guidance as assigned.

Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.

  • Responsible for writing and coordinating the submission of Federal and State Grants.

  • Assist with Capital Improvement Project management.

  • Prepares Passenger Facility Charge (PFC) applications and follows process through approval, organizing public meetings, notifying airlines and managing related correspondence, etc.

  • Submits quarterly grant reports providing comprehensive updates on grant utilization and progress.

  • Provides support with daily operations.

  • Coordinates with various internal departments and external stakeholders such as FAA, TSA, NTSB, Colorado Division of Aeronautics, USFS, FBI, and CDOT to ensure collaborative efforts and compliance with regulations.

  • Evaluation of requests for property improvement both on and off airport premises, conducting planning reviews to assess feasibility and compliance with regulations.

  • Assures compliance with airport construction regulations, managing hangar construction requests, and overseeing storm water permitting and other airport permits.

  • Administer the Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs, promoting diversity and inclusion in airport contracting and concessions.

  • Oversee the procurement process, including soliciting and evaluating written bids.

  • Administers the Airport's Title VI Plan, ensuring nondiscrimination and equitable treatment in all airport programs and activities.

MINIMUM QUALIFICATIONS

Required Knowledge, Skills, and Abilities:

Education: Bachelor's Degree in Aviation Management, Airport Management, Business Administration, Engineering or Project Management.

Experience: Five (5) years in Airport Development, Airport Administration, Airport Operations, Engineering or Project Management.

Required Knowledge: The Airport Planning Manager will have a comprehensive knowledge and understanding of principles and concepts of project development.

They will also need to have a working knowledge of airport operations, maintenance, safety and emergency response and preparation of associated reports and correspondence. They must have a strong background in airport operations including technical airport operations, maintenance and procedures, and administrative and field operations.

  • FAA Regulations: Knowledge of Federal Aviation Administration (FAA) regulations related to airport funding and operations, airspace, and building codes.

  • Attention to Detail: Is careful about detail and thorough in completing work tasks.

  • Professionalism: Demonstrates professional behavior and appearance in all situations.

  • Initiates and contributes to the development of policies and procedures.

Language Skills: Ability to express ideas clearly and concisely, orally and in a variety of written formats.

Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge. Ability to assemble, organize and present statistical, financial and technical information derived from a variety of sources. Ability to read, analyze, and interpret complex and technical documents including contracts, maps, and complex management and financial reports and respond to the most sensitive inquiries or complaints.

Ability to read, comprehend and translate information relayed in written or graphic format. Must be able to write policies, procedures, correspondences and other types of documents. Must have the ability to write speeches, articles and manuals and create presentations using original and innovative techniques and styles.

Must have the ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups and organizations and/or board of directors. Ability to prepare industry specific technical reports and budgeting information. Ability to effectively communicate with the public, federal, state and county officials, employees, community agencies and the public.

Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community.

Work with the media to maintain a positive image of the County to the community. Interact professionally and diplomatically with County employees, other agencies and organizations and members of the community and manage difficult or emotional customer situations. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality.

Must be able to diffuse the most intense situation with diplomacy and professionalism. Must have the acumen to navigate political waters of the County and other outside agencies and organizations. Demonstrate a commitment to the County's mission, values and core beliefs. Provide leadership, guidance and feedback to ensure continual quality improvement and respect the experience, cultural and overall diversity of those you lead and interact with.

Mathematical Skills: Ability to work with complex mathematical concepts such as probability, statistical inference, budgeting, risk analysis.

Work with bidding and review. Must have extensive proficiency in transactional accounting, budget analysis and conduct cost analysis and produce critical path schedules. Must have extensive knowledge of governmental accounting, financial reporting and budgeting.

Reasoning Skills: Must be able to apply principles of logic and reasoning or scientific thinking to a wide range of intellectual and practical problems and work independently with minimal direction.

Must be able to prioritize work and simultaneously manage multiple responsibilities at times under pressure of tight deadlines and emotional situations. Must have the skill to solve problems involving concrete and abstract variables in a variety of situations within established guidelines.

Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities.

Must have extensive experience in word processing, database manipulation, spread sheets, and email with a high degree of accuracy. Must be able to learn the software and programs related to the position and the County.

Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations. Must be able to talk and listen, taste and smell. Must be able to step 24 to 32 inches to drive or ride in fire vehicles. Must frequently lift and/or move up to 25 pounds and occasionally up to 100 pounds.

Special Requirements: Must possess and maintain a valid Colorado Driver's License and satisfactory driving record.

Must occasionally work under deadlines with the possibility of working beyond regularly scheduled hours. Must pass a ten (10) year federal background investigation.
