Bangor International Airport is a Part 139 compliant commercial air service airport. Incumbent serves as Airport Operations Officer responsible for ensuring safe and efficient operations of the airfield, terminal and aprons. This position involves a broad range of responsibilities, from overseeing the implementation of airport safety protocols to coordinating between various departments and agencies to ensure compliance with Federal, State, and Local regulations. Under the direction of the Manager of Airfield Operations, this position plans, organizes, and oversees airside and landside operations.

DUTIES:

  • Oversees airport operations to provide for the safety and security of the general public, tenants, airport staff, and other key stakeholders.

  • Responsible for conducting airfield inspections to include movement and non-movement, paved and unpaved surfaces, Safety Areas, and airspace obstructions, to ensure compliance with Federal, State and Local regulations, and maintains associated inspection records.

  • Acts as a liaison to senior management in emergency situations reporting and, if necessary, activates Incident Command and the Emergency Operations Center.

  • Inspects and monitors the airport perimeter fence line and other facilities to ensure compliance with FAR Part 139 and TSAR 1542.

  • Responsible for wildlife control procedures to ensure compliance with the Airport's Wildlife Hazard Management Plan.

  • Conducts and documents terminal inspections verifying doors are secured, badge readers are working properly, and assessing for safety/security/environmental concerns; and coordinates corrective action.

  • Responds to security breaches, airfield incidents/accidents, emergencies, and other irregularities including those involving injuries or damage to persons and/or property. Writes reports, coordinates cleanup efforts, identifies potential contributing factors, and recommends corrective action to include repairs, upgrades and/or updates to procedures and policies.

  • Performs and documents routine inspections of fuel farm facilities; conducts inspections of fuel trucks to ensure compliance with FAR Part 139 requirements.

  • Ensures airport construction activities are compliant with relevant security regulations and FAA Advisory Circulars.

  • Provides escort and support during special events, construction projects, and other VIP operations.

  • Controls and enforces Airport regulations to prevent unauthorized and/or unescorted access to the AOA; verifies proper use of Airport identification media.

  • Inspects deicing fluid storage facility and deicing areas during winter operations; inspects hazardous waste areas and sign offs to ensure proper labeling and disposal, checks boiler rooms in Airport buildings, both inside and outside fence line.

  • Monitors airport facilities and surrounding waterways, and addresses environmental safety concerns by working with the Safety and Environmental Officer to resolve noted deficiencies.

  • Responds to hazardous material spill incidents; coordinates and assists with cleanup; ensures appropriate agencies are notified and the proper reports and other documents are completed.

  • Conducts Movement Area driver training.

This position also reviews and acts on matters involving safety, security, customer service, certification, and other related matters as they impact airlines, tenants, and passengers. Additionally, Airport Operations Officers may actively participate during certification inspections and interact with federal inspectors and senior airport management. This position operates on a 24/7 schedule to maintain continuity of operations. This position requires working outdoors as well as in the office environment.

JOB REQUIREMENTS:

Ability to pass all required background investigations.

Working knowledge of the principles, techniques and accepted practices of airport operations and maintenance, FAR Part 139, FAA Advisory Circulars, and TSAR 1542.

Completion of a 4-year degree in Airport Management or a related field (PREFERRED)

Professional work experience at a commercial service airport in the airport operations field conducting Part 139 airfield inspections and issuing NOTAMs (PREFERRED)

Considerable knowledge of the occupational hazards and necessary safety precautions applicable to maintenance work and operations on airports.

Proficiency in the use of electronic devices and various programs including Microsoft suite.

Must have valid U.S. State Driver's License, and be able to safely and effectively operate various pieces of equipment. CDL license is preferred, not required.

Ability to multitask and prioritize tasks to ensure efficient time management.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships and customer service skills.

Ability to work rotating shifts, nights, weekends and holidays to cover a 24 hour, 7 day a week schedule.

Ability to be on 24 hour call in status for emergencies.

Ability to sit, stand and walk for long periods of time to maintain roving patrols, troubleshoot door malfunctions, perform basic repairs and assist other Airport officials as needed.

SCOPE OF WORK OPERATIONS:

Incumbent maintains working relationship with Airport officials, FAA, TSA, Airport tenants, customers, co-workers and other Federal Agencies for purposes of resolving complaints, investigating security or safety incidents and maintaining airfield safety. Duties are performed both indoors and outdoors in all types of weather and include office work as well as various airfield and terminal patrols and checks.

Reports directly to Manager of Airfield Operations.

Pay range is $21.51 - $28.91 per hour and includes a comprehensive full-time benefits package.
