The County of Volusia is seeking an Airport Operations Agent, Working Title: Airport Training Coordinator. This position is located at the Daytona Beach International Airport and isresponsible foroverseeing daily airport operations and security activities on a shift basis in compliance with Federal Aviation Regulations (FAR) Parts 139, 77, and all appropriate Transportation Security Administration (TSA) requirements. Duties include airfield and terminal inspections and security, wildlife mitigation, field condition reporting, emergency response, special program management, and public relations. The candidate selected will also be responsible for overseeing, maintaining, updating and coordinating all Airport Training Programs and personnel training records as required by CFR Title 14 Part 37, Part 77, federal, state, and local regulations for airport staff and airport tenants.

  • Maintains and updates information in the Airport's Certification Manual, Airport Emergency Plan, Airport Wildlife Hazard Management Plan and other similar manual's as applicable.

  • Reviews Advisory Circulars, Cert-Alerts, and FAA Joint Orders for changes, updates, and amendments to revise and update the appropriate manuals as applicable.

  • Performs random and scheduled inspections or security checks of Airport tenants and fuel handling agents for compliance with Airport Safety Management System's, Federal, State, and local regulations.

  • Acts as liaison between Airport and airport tenants.

  • Depending on assignment will provide training to airport staff, tenants, and users as required by Federal, State, and local regulations.

  • Inspects airfield surfaces (paved and non-paved areas), safety areas, clear zones, approach zones, terminal and ramp areas, perimeter fence line, and surrounding airspace. Checks for compliance with applicable FAR's, county ordinances, airport rules and regulations, lease agreements, and safety procedures. Assures that the Airport and leased areas are operated in a safe and secure manner, in the best interests of the public.

  • Monitors ground transportation, ground handling, skycap, airport control and curbside activities as needed and directed when the primary supervisor is not available and assist traffic officers as necessary. Responds to requests for services such as assisting the public with lost cars, lost and found items and general information. Assists other airport activities as needed.

  • Uses firearms for the purposes of wildlife mitigation and carrying out the Airport Wildlife Hazard Management Plan safely and effectively.

  • Plans, directs, and coordinates all non-routine airfield activity (i.e. reassigning air carrier gates; diversion aircraft handling and parking; opening and closing runways, taxiways, and aprons; static display events; dignitary arrivals and departures; construction projects, and escorts).

  • Provides for the collection and dissemination of airport condition information to air carriers, tenants, and interested parties via the NOTAM system, telephone, and digital products.

  • Receives and transmits emergency and non-emergency information by telephone, radio, and electronic communications.

  • Responds to, identifies, and determines extent of emergency and non-emergency situations, (i.e. aircraft alerts, medical calls, security issues, wildlife hazards, and customer issues.); determines location; assesses problem urgency; and determines the priorities in order to relay information on a timely basis. Contacts appropriate agencies by telephone, radio, and electronic communications to obtain assistance.

  • Maintains logs and records via hard copy and digital filing system; prepares and sends reports via government and third-party software applications.

  • Monitors terminal and airside construction projects, events, and security.

  • Develop appropriate training curriculum & training materials.

  • Teach classroom topics, provide hands-on training, and facilitate instructional briefs.

  • Track & report on training outcomes.

  • Review & maintain all Airport Operations Agent and Operation Specialists training records.

  • Provide oral and written evaluations on program participants.

  • Evaluate & make recommendation on training programs, materials, instructors/coaches, and methodology.

  • Research current requirements, guidance, and training opportunities to plan and schedule 20 FAA mandated training topics.

  • Coordinate scenario-based and hands-on training between multiple agencies.

  • Organize, develop, or coordinate out-source training programs to meet specific Airport & tenant training needs.

  • Prepare meticulous training documentation for FAA inspections.

  • May be assigned to other county locations based upon operational needs.

  • Attends work on a regular and consistent basis.

  • Must adhere to Federal, State, County and Local ordinances.

  • Responds to emergency situations.

  • Performs other duties as assigned.

Minimum Requirements

Bachelor's degree in Aviation, Aviation Security, Airfield Management, or related field, and a minimum of one (1) year aviation / airport operation experience.

OR

Associates degree in Aviation, Aviation Security, Airfield Management, or related field, and a minimum of three (3) years aviation / airport operation experience.

OR

Graduation from high school or possession of a GED and five (5) years aviation / airport operation experience. Must possess and maintain a valid Florida driver's license at time of appointment.

AFlorida Commercial Driver's License (CDL) Class B with Passenger Endorsement may be required within six (6) months of appointment depending upon assignment.

  • Must successfully complete Wildlife Hazard Management Training to include Pyrotechnic and Firearms training within six (6) months of appointment and maintain certification.

  • May be required to obtain an Airport Security Coordinator Certification within two (2) years of appointment.

  • Must have or obtain the Airport Certified Employee (ACE) accreditation through the American Association of Airport Executives within the first three (3) years or as directed by Supervisor.

  • Must obtain Airfield Ground Vehicle Operator (AGVO)within six (6) months of hire.

A comparable amount of education, training, or experience in aviation or security may be substituted for the minimum qualifications.

Must possess a valid driver's license at time of appointment

Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.

Knowledge, Skills & Abilities

  • Knowledge of various training programs and various methodologies with associated administrative documentation and reporting requirements.

  • Knowledge of the development of training programs from cradle to grave, to include research, organization, presentation, and evaluation, with built-in feedback & improvement aspects.

  • Knowledge of applicable Federal Aviation Regulations (FAR's), county ordinances, airport rules, regulations, protocol, lease agreements, and safety procedures to ensure compliance.

  • Skills developed through experience that enable the creation of real-world simulations, realistic scenario training, and imaginative fictitious incidents for training purposes.

  • Skills in designing and applying assessment tools to measure training effectiveness.

  • Knowledge of airport operating procedures to include airside and landside operations.

  • Knowledge of the laws, rules, and regulations which apply to the use of airport facilities, property, and land use agreements.

  • Knowledge of and ability to enforce airport security regulations and operating procedures in an impartial manner outlined in CFR 14 part 139, CFR 14 part 77, TSR 1540 and 1542, state and local ordinances, and other applicable codes and regulations.

  • Able to establish and maintain effective working relationships with internal and external agencies and with the general public.

  • Able to work without close supervision and to make independent judgments based on established policies and safety standards.

  • Able to work and multi-task in a high stress environment during emergency and non-emergency situations.

  • Must be proficient in the use computers, electronic devices, and associated software to disseminate critical information to airport supervision, tenants, and outside agencies; organize and maintain electronic based records; issue notifications of change in airfield conditions.

  • Knowledge of safety standards, federal regulations, and publications established by National Fire Protection Association (NFPA), American Society for Testing and Materials (ATSM), Federal Aviation Administration (FAA), Occupational Health and Safety Administration (OSHA), Florida Department of Transportation (FDOT), and similar agencies or organizations.

  • Knowledge of safety procedures and standards on airports during construction.

  • Able to understand and carry out oral and written instructions and to read and interpret sketches, diagrams, engineering plans, blueprints and charts, technical instructions, and aeronautical charts.

  • Able to maintain multiple and mutually respectful relationships with a wide spectrum of co-workers, agencies, airport tenants, and the general public.

  • Knowledge of runway design criteria, aircraft operations, and requirements.

  • Knowledge of airport engineering, master planning, construction planning, airport zoning, property management, noise mitigation, maintenance procedures and best practices.

  • Knowledge of airport lighting systems, electrical systems, pavement systems, marking systems, signage and navigational aids and must be able to resolve issues with these and other airport facilities as problems arise through communication and follow-up with maintenance or construction support activities.

  • Able to use firearms safely and effectively for the purposes of wildlife mitigation.

  • Able to understand and apply digital communications and computing techniques to maximize productivity and communication of all department personnel, contract employees and supporting agencies.

  • Strong interpersonal communication skills are required for this position.

  • Able to follow instructions of superiors as required.

  • Able to develop original course material and instruction.

  • Able to prepare & conduct training on current incidents and Just-In-Time (JIT) training.

  • Able to maintain a professional interaction and friendly solicitation of input for training needs.

  • Able to schedule a multitude of training events simultaneously with various departments and organizations.

ADAREQUIREMENTS

Physical Demands: Ability to talk and hear. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle, operate a firearm and/or review diagrams. Able to lift, carry, push, pull, up to 50 pounds (e.g. airfield lighted Xs and barricades); stand, walk, climb, reach, handle, finger dexterity.

Environmental Demands: Inside and outside work. Ability to tolerate inclement weather including wind, rain, humidity, heat and cold. May be exposed to chemicals, insects, odors, dust, fumes, noise and vibration.

Mental Demands: Ability to read and comprehend reports, blueprints, layouts, safety instructions, memos, letters, product directions, work orders, financial statements. Ability to write instructions, directions, procedures, memos, reports, financial statements. Ability to perform shop math.
