NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation. Possess or be able to acquire a SECRET security clearance.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter. Pilots are required to maintain the same medical standards as USAF military pilots.
Loss of military membership will result in immediate loss of your full-time military technician position.
Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following AFSC 1C5X1.
Note: In order to qualify for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Manual AFMAN 36-2108, Enlisted Classification or AFMAN 36-2105, Officer Classification, as applicable.
If selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified
If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.

AREA OF CONSIDERATION:
Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard.
Area 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard.
Area 5 = Enlisted members of the Puerto Rico Air National Guard.

THIS POSITION WILL BE FILLED UPON RETIREMENT OF THE CURRENT INCUMBENT.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
As a AIR SURVEILLANCE SPECIALIST (INSTRUCTOR) (D2349000), GS-2101-11, you will to provide instructionally directed training, for developing, upgrading, and evaluating skills of Air Surveillance Officer (ASO), Air Surveillance Technician (AST), Surveillance Technician (ST), Data-link Systems Technician (DST), and Interface Control Technician (ICT) crewmembers. Also provides training to instructors and evaluators on instructor technique, student assessment, and training techniques; performs as a Surveillance, Data-link, and Network coordinator crewmember performing Operations duties as an Air Surveillance Technician (AST), Surveillance Technician (ST), Data-link Systems Technician (DST), and Interface Control Technician (ICT) in support of combat, peacetime, humanitarian and Personnel Recovery (PR) missions; and performs unit air operations and related staff support duties.
Work requires physical exertion associated with ground-based systems, experiencing stress factors on a regular and recurring basis. Work involves the risk of high power radio frequency energy, and high voltage environment. Staff and training work on the ground is primarily sedentary, although some slight physical effort may be required.
Incumbent is exposed to the hazards associated with the Control and Reporting Center mission. Work is performed in a ground BMC2 environment. Staff and training work is performed in an adequately lighted and climate controlled office.

MANDATORY MILITARY QUALIFICATIONS REQUIREMENT:
It is restricted for enlisted ANG applicants who must have awarded AFSC 1C551, 1C571, or 1C591, Command and Control Battle Management Operations (copy of awarded AFCS MUST be submitted with your application).
GENERAL EXPERIENCE:Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems
SPECIALIZED EXPERIENCE: Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as preparing local course outlines; determining training requirements; monitoring the training status of personnel; conducting training for worldwide capability; maintaining current records of academic and positional ground training; performing as Standardization/Evaluation examiner; performing mission planning, mission briefings, conducts mission, and post mission duties; developing testing material for evaluations; overseeing the detection, tracking, reporting, identification, and recording of surveillance data; maintaining logs, forms, and database files; and performing surveillance operations mission planning activities.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Education Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Copy of student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered.
