If you have a strong desire to make an impact on how California Air Resources Board (CARB) protects the health of communities impacted by industrial facilities and other sources of toxic emissions, then we want to speak with you. The Toxics Control Section, within CARB's Transportation and Toxics Division, is looking for an experienced person who is creative, highly motivated, team-oriented, and self-starting to help us with our efforts to reduce air pollution in these impacted communities.

We are searching for an individual who will join a team of scientists and engineers who work on implementing and developing air toxic control measures (ATCMs) and other air toxics and community-related programs and projects, as needed. That individual will help with technology reviews for the chrome plating and anodizing industry, perform emissions and engineering calculations, work on cost analyses, develop surveys and interpret results, utilize source testing data, air monitoring, and the results of health risk assessments and other health analyses. The position provides the opportunity to work with a large variety of CARB team members, affected communities, air districts, and industry on exposure reduction strategies.

There may also be opportunities to create technical tools to improve the toxics program, to evaluate and illustrate reductions in health impacts, and represent CARB at forums and workshops. This position requires a person who is very comfortable working on projects both in a team setting and alone, as well as interacting (both verbally and in writing) with the public, industry, air districts, and other governmental agencies. The successful candidate needs to have good writing skills and be capable of communicating effectively with a technical audience, while also being able to translate highly technical material for CARB management and staff, government agencies, community members, industry, and other stakeholders.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

The candidate for this position should have an understanding of air monitoring, air dispersion modeling and health risk assessment, knowledge of air pollution sources, air pollution control technologies, and air pollution emissions behavior. In addition, the candidate needs to have experience with strategic thinking, analysis, and problem solving.

The candidate must also have excellent communication skills and be able to write clearly, concisely, and persuasively, in everyday language. This includes the ability to explain technical and policy issues to a variety of internal and external audiences. The candidate must work effectively with other staff, community groups, industry, and government stakeholders.

The candidate must be able to work independently, and in a team setting, have excellent interpersonal skills, and a positive attitude. The most competitive candidates will also have a demonstrated ability to: manage projects; anticipate program needs and initiate solutions; interact effectively with all levels of management; critically evaluate technical data and perform accurate analyses with limited information; generate high quality products in short timeframes; and work productively leading projects and participating on teams. The candidate also needs to be able to elicit cooperation from a wide variety of stakeholders using tact and diplomacy and have an awareness of diverse communities and regional demographics.

Computer skills, including functional knowledge of spreadsheet software and word processing programs are required, and expertise with databases and programming (e.g., Visual Basic, Python, etc.) is a bonus. Experience working on air quality regulatory items or toxics permitting for CARB or an air district and working with diverse stakeholders is desired.

Under direction of the Air Resources Supervisor (ARS) I section manager, the Air Resources Engineer (ARE) will assist with rule development and implementation to support the reduction of air toxics in overburdened communities. The ARE will assist with analyzing and quantifying emissions from sources of air toxics and will apply engineering principles to evaluate various control technologies and best management practices for ATCMs; actively participate in activities such as technology reviews, research, complex data management, acquisition, and analyses, site visits, and meetings with communities, and internal and external stakeholders to support air toxics program activities.

The ARE will work closely with other CARB divisions on various air toxics projects, such as air toxics monitoring, research, and contracts that support the air toxics program. The ARE will also provide support and ensure program documents meet Americans with Disabilities Act (ADA) requirements as needed and provide assistance with program webpage update needs (using Drupal platform).
