Job Description and Duties

The Measurement and Technology Assessment (MTA) Section within the Freight Emissions Testing and Research Branch is primarily responsible for the operation of the California Air Resources Board's (CARB) heavy-duty (HD) chassis dynamometer test cells at the Riverside headquarters, which consists of two full vehicle chassis dynamometer, full flow sampling system, advanced analytical instrumentation, exhaust particulate material characterization equipment and one chassis dynamometer test cell for evaluation of advanced technology vehicles such as electrified powertrain and HD On-Board Diagnostic (OBD) Systems.

The duties involve conceptualizing emissions research topics, developing test plans, conducting emissions testing in compliance with the Code of Federal Regulations (CFR) and approved test plans, procuring resources, managing test projects, preparing reports, and sharing the findings with CARB and the public through presentations and peer-reviewed technical paper publications. In addition, the incumbent will work on test programs for laboratory clients within CARB and other local and state agencies, develop and conduct testing of in-house test programs, etc.

Close cooperation with the universities, U.S. Environmental Protection Agency, local air pollution control districts, research organizations, fleet owners, and original equipment manufacturer stakeholders is required in designing and conducting emissions research programs.

Working Conditions

This position is not currently eligible for telework. The incumbent will be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

  • Must be able to move/transport various equipment weighing up to 50 pounds, with or without reasonable accommodation.

  • The work setting is a combination of an office and a vehicle shop environment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The most competitive qualifications include the following: a mechanically inclined individual with a strong interest and experience in doing hands-on testing work, a thorough understanding of combustion power and emissions characteristics, a demonstrated ability to analyze complex test data and prepare and present technical reports, effectively. A prior experience of conducting complex heavy-duty emissions research programs as well as an understanding of the operation of heavy-duty chassis/engine dynamometer, knowledge of heavy-duty chassis and engine testing procedures, and any related experience are required.

Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint, and other data analysis programs is required. In addition, knowledge of HD vehicle powertrain technology including electrified and hybridized powertrains, vehicle electronics and digital communication utilized in engine controls, and new vehicle after treatment technology implementations are highly desired. Familiarity with driverless vehicles and connected vehicles technology is a plus.

The incumbent must be able to apply extensive engineering skills and knowledge of HD vehicle technology to conduct informed evaluation of the laboratory generated as well as published data. A successful candidate must be able to excel working in a close-knit team atmosphere but can exercise sound independent judgements as well. An ability and a strong desire to learn, along with a strong verbal and written communication skills are important.

The laboratory operation is a coordinated effort among testing staff requiring a high level of punctuality and teamwork, as well as timely completion of assigned duties in an atmosphere of changing priorities. The ability to strictly adhere to scheduled working hours and meeting the assignment timelines is a must. All applicants will be considered; only the most qualified will be interviewed.
