Are you interested in working with some of the most cutting edge vehicle emissions technology in the market today? If so, the Diesel On-Board Diagnostic (OBD) Section is recruiting for an Air Resources Engineer in the OBD Branch, which is responsible for regulatory development, certification, and enforcement of light-duty and heavy-duty OBD systems for current and future emission control systems and powertrains.

Vehicle OBD systems are critical to maintaining our clean air by ensuring emissions control systems and powertrains are working properly. These systems also provide invaluable emissions performance and diagnostic information to repair technicians and are the foundation of current inspection and maintenance programs, including California's Smog Check program and the Clean Truck Check program, which rely heavily on OBD system data. Under direction of an Air Resources Supervisor I, the successful candidate will be involved in reviewing and approving manufacturers' OBD system certification applications and evaluating the in-use performance of certified OBD systems to ensure proper detection of faulty emission control components and illumination of the check engine light at the appropriate time relative to emission increases.

These evaluations may be conducted while operating the vehicle on the road or in the laboratory on a dynamometer with a malfunctioned part installed in order to ensure proper illumination of the check engine light. Evaluations also include verification of proper system interaction with inspection and maintenance program equipment and testing for proper communication with scan tools that interrogate the system for faults and other system information. Problems discovered may require enforcement action that could lead to vehicle recalls or other remedial actions.

Other important duties include assisting with the development of light- and heavy-duty OBD regulatory updates or preparation of guidance documents that clarify elements of the OBD certification process. Additionally, the successful candidate may be called upon to serve as a lead staff person for work groups and technical meetings, and to engage in outreach events with industry, environmental groups, government organizations, and the public.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

The ideal candidate should possess the ability to interact effectively with people at all levels of management, government, and industry. Project management skills are essential such that the candidate is expected to plan, execute, and report findings of a complex project under tight deadlines. The ideal candidate should have the ability to analyze data, develop solutions, and present information effectively both orally and in writing with people at all levels of management, government and industry.
