SUMMARY

A brief description summarizing the overall purpose and objectives of the position and the results the worker is expected to accomplish.

Maintain an understanding of the air quality requirements pertinent to the Production and Post-Production asset functions and collaborate with Production leadership to drive accountability for meeting requirements and establishing processes that enable compliance in Production and Post-Production operations.

ESSENTIAL FUNCTIONS

The tasks, duties, and responsibilities of the position that are most important to get the job done.

Lead field-level air quality compliance efforts for PDC and Contract personnel;Ensure all interactions with non-operations/asset customers are coordinated through Central Team and Manager;Lead implementation of new environmental rules/programs;Execute existing air quality compliance programs:Schedule compliance tasks (maintenance, AIMM, Method 22, etc.);Ensure proper recordkeeping procedures are in place;Work with operations to ensure proper applicability, execution and recordkeeping;Submit reports to regulatory agencies with Central Team input, as necessary;Collaborate with Production Team to conduct inspections and review records to assess compliance (e.g., LDAR IR Camera Inspections);Coordinate with Central Air Team to keep current on and inform field staff on priority air focus areas;Provide air quality expertise to field Production Team;Ensure updates of air quality regulations are communicated via appropriate channels to Production midstream personnel;Identify the need for, and coordinate the scheduling of, training for Production Team members;Deliver air quality-related training to the asset team;Submit documents to comply with existing air quality regulatory requirements (excluding permit applications);Support asset responses to regulatory agency information requests related to air quality programs (e.g. observation responses and full compliance evaluations);Provide air quality support for production and post-production environmental incidents;In coordination with the teammates, identify relevant air quality content to bring to the monthly EHS meetings;Support EHS Production incident review committee meetings;Submit reports to regulatory agencies;Monitor stakeholder feedback related to execution of air quality programs, share with Manager & coordinate response as appropriate;Ensure all team members are supporting the population of data, and use of, PDC's environmental data management system (ACTS);Demonstrate commitment to safety and environmental compliance in all job aspects;Perform and assume other duties and responsibilities as may be required at the direction of supervisor.

KNOWLEDGE, SKILLS AND ATTRIBUTES

The specific minimum competencies required for job performance.

Demonstrated experience working with air quality regulatory standards and compliance practices as they relate to upstream oil and gas strongly preferred;Knowledge of regulatory requirements in Texas;Experience working to support EHS initiatives;Demonstrated track record of engaging with stakeholders to understand interests and priorities;Flexible to work in an evolving regulatory environment;Project management skills;Excellent communication skills, both written and oral;Strong analytical, problem solving, and critical thinking skills;Motivated self-starter;Ability to manage multiple tasks and deadlines;Ability to work well in a team setting;Excellent interpersonal skills;Strong sense of integrity;Familiarity with oilfield equipment, processes, and terminology.

SUPERVISORY RESPONSIBILITIES

The scope of the person's authority, including a list of jobs that report to the incumbent.

This position has no supervisory responsibilities.

WORKING CONDITIONS

The environment in which the job is performed, especially any unique conditions outside a normal office environment.

Consistent with that of a normal office environment;Travel between PDC office and various oil and gas field operations as required.

MINIMUM QUALIFICATIONS

The minimum level of education, experience, and certifications required to perform the job.
3+ years of relevant experience;Ability to travel between Colorado and Texas (field office);Proven experience working with air quality regulations related to upstream Oil & Gas operations;Bachelor's degree in Engineering, Environmental, or related science discipline or equivalent experience.

PRINCIPAL DUTIES AND RESPONSIBILITIES: * Support and lead the preparation of technical reports and proposals. * Support Client account management * Project management and team development * Regulatory agency strategy and permitting strategies, negotiation and execution * Lead preparation of major and minor source permit applications * Support air pollution dispersion computer modeling * Air pollution control feasibility studies, specifications and design * Technical review and mentoring of mid to junior engineering staff * Public meeting participation and expert testimony * Support staff to develop new client relationships and expand existing relationships by delivering strategic consulting advice, excellent value, and quality service * Support Project Managers with capture efforts utilizing technical understanding to develop proposals, including written content, pricing, presentations, and contracting * Mentor, build, and grow a high-performance team * Support the growth and development of Tetra Tech's Air Quality practice and actively collaborate with colleagues. * Drive innovation within the practice to stay ahead of client needs and to differentiate Tetra Tech in the market * Work in a collaborative, cross-functional team environment to build Tetra Tech's national air quality practice ESSENTIAL EDUCATION, EXPERIENCE AND RESPONSIBILITIES: * Possess a B.S. degree, a M.S. degree preferred, in an applicable field (i.e., engineering, meteorology, physics, environmental studies, or a closely related discipline) * Understanding of oil and gas facilities, petroleum refining, mining and chemical process operations * Professional Engineer (PE) License * Possess familiarity with the Clean Air Act and implementing regulations, the USEPA air quality modeling guidelines and procedures, and other applicable environmental regulatory programs * Working knowledge of federal and state environmental legislations and negotiations relative to regulatory compliance and permitting * Possess the ability to handle multiple tasks, coordinate effectively with others, and work independently within a team * Experience with demographic databases and Environmental Justice analysis procedures preferred * Attention to detail and commitment to quality and professionalism are critical skills * Strong written and verbal communication skills are essential * Knowledge and use of Microsoft Office Programs specifically use of Microsoft Excel spreadsheet functions * 8-10 years' experience in environmental engineering and air permitting in Western US/California * Specific knowledge and experience in the following air permitting areas: New Source Review (NSR), Prevention of Significant Deterioration (PSD assessments, Title V permitting, development of annual air emission inventories (AEI, SARA 313), Best Available Control Technology (BACT) or Lowest Achievable Emission Achievable Rate (LAER) evaluations. * Demonstrated knowledge with AERMOD and CALPUFF models * Known reputation and relationship with state regulators If you are interested in joining our dynamic team, for immediate consideration please submit your resume to Tetra Tech, Inc., at www.tetratech.com.
