Position Overview:

TRC is seeking a motivated engineer with 8+years of experience related to air emission compliance and permitting. This project manager position will focus on air permitting and air emission regulatory compliance for industrial clients, including power generation entities.


As Project Manager you will conduct a portion of the technical work while also directing a team of professionals to deliver projects to our clients that may include NSR permitting, federal operating permits (Title V), state and federal permit compliance, and NSPS and MACT compliance for a wide variety of industries. The successful candidate will have the demonstrated ability to prepare proposals, manage project financials, work with staff and clients to develop efficient solutions to meet regulatory requirement, perform engineering calculations and evaluations, and propose solutions to client needs accordingly. Ability to perform business development and sales is expected. Geographical focus will be on the Carolinas, Georgia, and the Southeastern US.


  • Must have 8-12 years of related air quality experience and a minimum of a Chemical, Mechanical, or Environmental Engineering degree from an ABET-accredited engineering degree program

  • Successful completion of the Fundamentals of Engineering (FE) exam

  • Experience in air quality engineering and regulations in a consulting, industrial, or agency setting in the following areas: new source permitting (PSD and non-attainment), air emission control technology reviews, emissions inventory and Title V permitting, and regulatory compliance evaluations. This position requires an understanding of Federal and State air quality regulations and policies and emerging regulatory programs.

  • Excellent communication and writing skills are required, as are data management and interpretation skills and expertise in spreadsheets and word processing.

  • Ability to manage multiple clients and tasks concurrently

Additional Desired Attributes:

  • P.E. license is preferred but not required

  • Excellent working relationships with State and Federal agency personnel is a plus

  • Outstanding listening skills to capture pertinent information and strong attention to detail and ability to anticipate clients' needs.

  • Effective technical writing skills

  • Qualified as an environmental professional capable of performing "All appropriate inquiries" investigations

  • Experience working in an industrial manufacturing facility

  • Air dispersion modeling capabilities including AERMOD and CALPUFF

  • Chemicals, Metals, and/or Forest Products air permitting experience

The ideal candidate will hold a technical degree together with relevant experience to produce, administer and oversee the project quality program throughout the engineering, procurement, manufacturing, and construction phases of the project life cycle. Your responsibilities * Develops and implements the project quality plan. * Defines quality targets based on critical project success factors. * Prepares and reports quality status, quality incidents and root-cause-analysis to Project Management, Business Units and other defined parties. * Interfaces with customers to ensure the project quality plan is being fulfilled, and promotes customer satisfaction. * Partners with Project Teams and Management to certify all project activities receive adequate quality control monitoring. * Ensures that all inspection and documentation activities are completed in a timely manner and in accordance with the project requirements. * Reports and promotes resolution for all project non-conformances. * Supports the planning, initiation and coordination of continuous improvement actions for all phases of the project. Ensures good practice sharing and feedback of experience through continuous improvement workshops and project assessments. * Initiates training for employees with regards to knowledge of quality methods and tools, and process awareness. * Ensures quality requirements are flowed down to subcontractors and suppliers, and manages the project quality program to ensure they are met effectively, including issuing and resolving non-conformance notices. * Plans and conducts project audits, assessments, reviews and participate in status meetings. Ensures implementation of (improvement) measures. * Ensures proper communication between the different collaborators, internal and/or external, from engineering, production, construction and corporate groups. Your background * Bachelor's Degree in engineering, construction management, or related field and minimum 8 years of direct experience with quality assurance in highly complex EPC projects or a similar environment. * Certifications in the quality field are considered a plus. * Strong interpersonal and leadership skills are required to achieve cooperation as an integral member of the project delivery team. * Ability to travel approximately 10% within the US and abroad is required.
