Support Air Quality Programs at the NASA Armstrong Flight Research Center (AFRC) at Edwards Air Force Base, California and have a hand in transforming tomorrow. As the technical leader for the Air Quality Program at the NASA Armstrong Flight Research Center (AFRC) at Edwards Air Force Base and in Palmdale CA, review AFRC facility operations to ensure compliance with State and local air regulatory requirements. Duties include, but are not limited to gathering air emissions data, providing recommendations to minimize or eliminate emissions, and compiling and maintaining records required by AFRC Air Permits. Calculating annual air emissions for AFRC and reviewing data to evaluate compliance prior to submittal to local air pollution control agencies. Prepare air program regulatory correspondence, permit amendment requests, permit applications and required reports for client review and approval Inspect permitted air emission sources and associated air pollution control equipment to ensure proper installation and operation. Assist with preparation and review of Environmental Management Plans, Standard Operating Procedures, regulatory reports/permits as part of MECX Environmental and Safety Team at AFRC. Participate in internal facility meetings, and internal and external audits, prepare findings and coordinate Environmental Management System (EMS) corrective action plans to resolve audit findings for continual improvement.

  • Bachelor's degree in Environmental Engineering/Environmental Science or related field

  • 5 or more years of relevant air quality compliance experience

  • Knowledge of California Air Resources Board (CARB) rules applicable to emergency power generators, aircraft ground support equipment (AGE), AGE parts fabrication and testing, fuel storage and dispensing equipment, and Ozone Depleting Substances (refrigerant) management highly preferred

  • Must be able to perform field work and site inspections, prepare reports, meeting briefings and training materials, and gather data

  • Excellent communication skills (oral and written) to communicate effectively with project managers, project teams, subcontractors, and other stakeholders

  • A person already residing within commuting distance of our Edwards AFB office is highly preferred

  • Environmentally focused education or experience

The position provides leadership and facilitates teamwork between staff, individuals and families, and community stakeholders related to Early Head Start and Eagle County's Early Childhood Systems Building Initiatives. The mission of ECDHS is to build safe, stable and hopeful futures. The Manager for Early Childhood plays a crucial role in this mission. This position actively collaborates across ECDHS divisions, including taking the lead on department-wide initiatives, and may lead teams across multiple locations in the county. ECDHS is comprised of the following divisions: Children, Family & Adult Services (CFAS), Economic Services (ES), and Integrated Support Services (ISS), each working together to provide exceptional service to our customers. This cross-divisional, cross-functional, multidisciplinary leadership is key to ensuring all ECDHS clients experience a "no wrong door" approach to service delivery. Duties Program and Operations Management * Develop and implement plans to accomplish goals, objectives and priorities of assigned programs effectively and efficiently * Assure timely, quality services for program participants in accordance with programs goals and statutory and federal, state and local rules and regulations * Collaborate with supervisors and other team members in to ensure delivery of services; coordinate staff and other resources across multiple service locations * Apply a continuous quality improvement lens to team processes * Manage and participate in program evaluation activities such as audits and site visits * Adapts team/unit plans and priorities to address resource and operational challenges * Resolve client, system or service delivery issues in a timely manner * Assess resource and technical assistance gaps and determine the most appropriate means to resolve * Provide technical guidance to employees, colleagues, elected officials, and the public * Maintain knowledge in assigned area and serves as an expert resource to guide program, departmental staff, and related community partnerships. * Identify and plan ongoing training and professional development opportunities for team members * Assess the impact of public policies, laws, and regulations on programs and services; develop or revise and implement practice, procedure, or policy changes based on rule and regulation changes * Monitor contracts, goal-setting, and action plans for entities contracting with DHS * Reports on contract and grant activities * Develops EHS grant annual reporting requirements, including but not limited to: * Program Information Report * Self Assessment and Program Improvement Plan * Community Assessment * Grant application * Leads the EHS governance processes with * Policy Council * Board of County Commissioners * Leads the EHS family and community engagement/partnership content area * Monitor and proactively manage program budgets in collaboration with Division Deputy Director Team Leadership and Development * Recruit, select, hire and retain team members * Plan, organize, assign, review and evaluate team member performance and provide feedback on an on-going basis * Lead team members effectively to achieve team goals * Assess training gaps and determine the most appropriate means to address * Provide a learning environment for team members by coaching, developing training, workshops and establishing individual plans to promote professional development * Create and maintain a positive work environment that fosters trust and accountability * Fosters an environment of teamwork, creative thinking and innovation to maximize the contributions of team members in accomplishing program goals * Promotes and uses and a Two Generation lens in all work and decision making * Models Eagle County values and operating agreement behaviors by leading the team with creativity, respect, engagement, accountability, team, excellence and service. A Bachelor's Degree in early childhood education, education, social work, human services, or a health related field or any equivalent combination of education, training and experience which produces the required knowledge, skills and abilities.
