Job Description and Duties

This position can be located in Sacramento or Riverside County.

The Marine and Freight Enforcement Section (MFES) within the Enforcement Division (ED) is seeking an Air Pollution Specialist to join its team to assist with the implementation and enforcement of marine and freight regulations. MFES has primary responsibility for the enforcement of the Commercial Harbor Craft Program, the Cargo Handling Equipment Program, and the Port/Rail Transportation Refrigeration Unit (TRU) Programs.

MFES focuses primarily on inspecting commercial vessels, equipment at railyards and marinas, and initiating and resolving enforcement actions when violations are found. Resolving violations may involve providing support in cases that are referred for litigation and may include testifying under oath or providing deposition testimony. The section initiates enforcement actions where violations are found, develops detailed investigative reports, and makes recommendations for enforcement actions including providing support in cases that are referred for litigation to the Attorney General's office or District Attorney's office. MFES staff may also serve as subject matter experts and participate in public workshops and meetings with interested community members, industry, and other regulatory agencies.

Under the supervision of the Air Resources Supervisor I (ARS I), the Air Pollution Specialist's primary responsibility will be to: conduct on-site inspections and/or audits of Transportation Refrigeration Units (TRU's) at port and intermodal railyards throughout California. The Air Pollution Specialist will help develop enforcement strategies and work closely with CARB program staff in implementing and enforcing the various regulations. The Air Pollution Specialist is expected to assist other programs within the section depending on section priorities.

The Air Pollution Specialist is expected to be able to conduct interviews with complainants, informants, witnesses, suspected violators, and other individuals who possess case information in accordance with the CARB's enforcement policy. Research and be able to fully understand and implement federal, state, and local environmental regulations, including auditing private and public records.

Analyze enforcement data to develop trends or summaries for internal and external stakeholders, including collecting and cataloging evidence using spreadsheets and/or databases. Present finding and enforcement efforts to local community groups or interested stakeholders. Additionally, staff would need to qualify for and obtain a Transport Worker Identification Card (TWIC) through Homeland Security.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

  • Requires being in a stationary position, consistent with office work, for extended periods.

  • Standard office environment (for example, artificial lighting, controlled temperature, etc.)

  • Daily use of a personal computer, office equipment, and/or telephone.

  • Must be able to move/transport items weighing up to 30 pounds, with or without reasonable accommodation.

  • Additional working condition(s): Overnight and local travel will be required. Must be able to climb to heights exceeding 30 feet using ladders or other methods.

    Be able to work around loud noises, tight spaces of vessel engine rooms, and fast moving machinery at ports, rail terminals, and roadsides. Must be able to qualify for a Homeland Security Transportation Worker Identification Card (TWIC).

The most competitive candidates will have extensive hands-on experience with vehicle emission control systems, TRU units, field work, and enforcement inspections. The candidate should have a demonstrated history of courteous and professional conduct in the workplace and knowledge of best practices for engaging with internal and external stakeholders in a professional manner.

Other desirable qualifications include leadership and project planning experience, the ability to work independently, experience using computers and a variety of software applications including Microsoft Office, an interest in community engagement and environmental justice, and data analysis. Programming, database development, SharePoint and PowerApp skills are desirable skills and may be given additional consideration.
