Galveston County Health District is seeking an Air Pollution Program Manager!

This position is responsible for the daily supervision of the Environmental Investigators/Environmental Technician within the Air Pollution Control Services Program.

Required:

  • Bachelor's Degree in the basic sciences which include some of the following courses: environmental studies, environmental health, public health, microbiology, chemistry, biology, engineering, physical science and other related courses.

  • Master's Degree with concentration in basic or natural science, a Master's of Public Health, a Master of Sanitary Science or a Master in Environmental Health, preferred but not required.

  • 5+ years of experience in the areas of environmental work related to essential job functions, preferred.

  • 1+ year senior investigator experience/team lead experience.

  • Knowledge of environmental rules, regulations and laws, practices, control techniques, use of environmental monitoring equipment and technical aspects of pollution control.

  • HAZWOPER Certification must be obtained within one (1) year of employment and renewed annually.

  • Ability for spur of the moment transportation without relying on organization vehicles.

  • Must possess or ability to readily obtain a valid driver's license issued by the State of Texas for the type of vehicle or equipment operated.

  • Department of Motor Vehicle check may be required, if applicable.

  • Customer Service Oriented.

  • Excellent written and verbal communication skills.

  • Excellent Computer Skills MS Office.

  • Must be willing and able to work evening and weekend hours if necessary.

  • Must be in compliance with GCHD Immunizations policy.

  • Must be in compliance with ICS training requirements.

  • Must pass criminal background check and drug/alcohol screening.

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role.

Traditional Duties

  • Organizes workloads for the Environmental Investigators and Environmental Technician.

  • Allocates the necessary personnel to meet the business needs of the division.

  • Reviews all air pollution reports in accordance with established quality assurance protocols.

  • Provides technical assistance to staff, regulated entities, other governmental agencies, and the general public.

  • Develops division standard operating procedures (SOPS) and monitors compliance with established SOPS and Health District policies and procedures.

  • Oversees division case development and enforcement to determine proper procedures for referral, resolution, or processing cases as appropriate.

  • Maintains contact with federal, state, and other local governmental entities through consultations, information exchanges, contracts, policies, and complaint referrals.

  • Develops and implements safety programs for the division.

  • Keeps supervisor abreast of air pollution issues as they arise.

  • Participates in field activities to maintain investigative skills and to cover any division shortfalls.

  • Conduct technical inspections as necessary.

  • Draft technical reports and distribute environmental data when necessary.

  • Provide testimony at court hearings when requested.

  • May be required to prepare and/or present educational programs.

  • Assisting in responding to public health needs including, but not limited to, exercises, special projects (conferences, health district trainings), environmental and weather emergencies.

  • Works with Director of Environmental Health Programs to assess program effectiveness and efficiency, to identify barriers, and to develop improvement plans.

  • Assist with the remediation of public concerns and inquiries regarding the work of Environmental Investigators.

  • Assists in the development of program training materials and assists in educational programs.

  • Assures compliance with all local, state, and federal grant and contract objectives, administrative requirements, and financial reporting requirements.

  • Performs other duties as assigned by supervisor.
