Duties

Major duties include, but are not limited to:

  • Trouble-shoots, maintains, repairs, and installs complex refrigeration systems and equipment, air conditioning, and heating equipment used by a variety of staff at the facility. The units vary in size, complexity, location, and some are centralized for a number of buildings and some are localized to only one building.

  • There are 58 buildings on campus and there are numerous systems throughout and different types of structures ranging from larger office buildings, communication/data centers, warehouses, laboratories, clean/sterilization rooms, infirmary, pharmacy, and other areas with sensitive equipment.

  • The systems and work includes, but is not limited to: multiple complex water and air cooled air conditioning systems that vary in layout, design, and testing, and are located in various places on the facility; various centralized systems (instead of individual office units) in various spots that differ in size and method of cooling and heating throughout the campus which provide heating, cooling, dehumidifying, humidifying, and circulation.

  • He/she is also responsible for the medical air supply systems.

  • The work also includes less complex system such as drinking fountains, window air conditioners, evaporative coolers, walk-in and reach-in coolers and other similar equipment.

  • Installs, cleans, and maintains mechanical and electronic filtering systems on a variety of systems which vary in complexity and size where some require specialized filters and tools along with independent judgment and knowledge.

  • Install and maintain a variety of standard, complex, and specialized electrical, electronic and pneumatic control systems essential to the operation of the above equipment.

  • Performs preventive maintenance on above described equipment and systems as scheduled generally on the larger, more complex systems described above that may require more extensive maintenance and repair. The maintenance may require specialized tools.

  • Properly uses, performs operator maintenance on and stores all tools, equipment and materials belonging to the Section and SORCC. These items include testing equipment, hand tools, electric drills, welders, replacement parts, etc.

  • Monitors centralized temperature and humidity control software used to maintain and alter control of various units that are throughout the campus remotely. Monitoring is essential for specialized climate control areas such as sterilization and clean storage rooms.

  • Prepares drafts of orders for the materials and equipment used to maintain the equipment and systems listed above, as well as new equipment items such as window air conditioners, refrigerated drinking fountains, filters, compressors, humidifiers, and similar.

  • Reviews drawings for large and small renovation, repair, or new construction including large minor construction projects ($1 OM level or more) with the Project Section in order to provide technical expertise to the team, crate some uniformity, and to minimize maintenance concerns.

Critical Skills Incentive: This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through 10/5/2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

Physical Requirements: Position requires manual dexterity, good physical condition and stamina. Incumbent should be able to lift or move objects frequently weighing about fifty (50) pounds. Work requires climbing ladders, considerable crawling, walking, bending and stooping for long periods of time. Incumbent must be able to maneuver into and out of specific locations while dismantling and reassembling systems. Repairs and installations may be from ladders, scaffoldings and platforms where parts of the systems are frequently in hard to reach areas.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to do the job of an Air Conditioning Equipment Mechanic without more than normal supervision. Examples include: working as a journeyman in the installation, operation, repair and maintenance of refrigeration and air conditioning equipment; knowledgeable in the principles and theories of air conditioning, refrigeration and heat transfer; able to select, maintain and safely use the tools, measuring equipment, testing devices and instruments related to the heating, ventilation, air condition and refrigeration (HVAC/R) trade; repair, replace install, and test various HVAC/R equipment and/or systems; able to read from blue prints and diagrams when performing tasks. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

SELECTIVE PLACEMENT FACTOR: A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Selective Placement Factor 1: Certification Requirement: In accordance with Section 608 of the Clean Air Act of 1990, this position requires a current, valid Environmental Protection Agency (EPA) approved Type I, II, III , or Universal Certification.

Selective Placement Factor 2: License Requirement: Thisposition requires a current, valid State of Oregon issued HVAC/R Journeyman's License.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional information

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations.
