This National Guard position is for a AGENCY PROGRAM COORDINATOR (Title 5), Position Description Number T5051000 and is part of the CT USPFO.
JOB SUMMARY: The purpose of this position is to serve as the principal Army National Guard (ARNG) state level contact and administrator for the Government Travel Charge Card Program (Agency Program Coordinator, APC). Serves as the primary point of contact to for all matters concerning the Government Travel Charge Card Program.
The major duties include, but are not limited to:
The incumbent drafts policy regarding operation of the charge card program within the state.
Provides technical supervision of subordinate Local Program Coordinators (LPC).
Serves as primary point of contact for debt management for the travel card program.
Performs research of current accounts, historical data and source documents to develop and explain detailed accounting information not otherwise readily available.
Incumbent coordinates with NGB Program Coordinator.
Occasional travel - Subject to supervisor discretion and funding availability

This position requires Financial Management Certification Level I withing 24 months of appointment.
This position is subject to provisions of the DoD Priority Placement Program.
Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
GENERAL EXPERIENCE: Experience demonstrating progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 year of specialized experience in the following:
Must possess a minimum of one year experience equivalent to at least the next lower grade.
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position.
KNOWLEDGE, SKILLS AND ABILITIES:
Skill in gathering information, compiling data and preparing reports.
Knowledge of regulations and procedures related to the type of work performed by the function.
Knowledge of specialized procedures and technical application of the administrative work.
Ability to follow written and oral instructions.
Skill in communicating orally and in writing.
SPECIAL REQUIREMENTS: This position requires a secret security clearance which the applicant must possess or be able to obtain within one year of appointment.
FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0303-07 position and dependent on the positions certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.
