Recruitment Range: $51,616 - $75,000

This is a range.  Selected candidate's salary will be determined within this range based on qualifications, equity, and funding at the time of hire.

Primary Purpose of the Position:

The Human Resources Office is seeking an enthusiastic team member to be part of the HR team! The Recruitment Program Manager guides the agency's strategies for the identification and sourcing of skilled professionals in multiple diverse occupational areas.  Work involves the planning and implementation of innovative recruitment and selection initiatives, leading Human Resources' efforts to support employment transitions, and building internships and other short-term employment arrangements.  In addition, this position develops innovative targeted recruitment plans and efforts for hard-to-recruit and/or underutilized positions and/or classifications.

Key Responsibilities:

Duties include but are not limited to:

  • Serving as the recruitment and selection program manager; evaluating the selection process to ensure hiring decisions comply with policy and evaluating the applicant tracking system to determine where process efficiencies can be gained using existing functionality.

  • Developing and managing proactive, targeted recruitment plans and sourcing strategies; providing partnership with senior leaders to get a clear view on their strategic objectives and hiring needs, crafting well-versed vacancy announcements, promoting positions, attracting first-rate talent and ensuring lasting and successful placements for hard to recruit and difficult to recruit assignments.

  • Working with leadership to formulate and implement recruitment strategies to address underutilization.

  • Overseeing the development and delivery of training for supervisors and managers to ensure the recruitment process is streamlined.

  • Independently planning and conducting outreach and recruiting activities with colleges, universities, trade associations, veteran's organizations, NC Department of Commerce, Division of Workforce Development, Dept. of Labor, Office of State Human Resources, professional organizations, on social media, and to interested parties promoting employment opportunities with DNCR.

  • Special projects and other duties as assigned.

Qualified candidates must have or be able to:

  • Demonstrated experience creating, organizing and/or executing recruitment strategies and/or plans.

  • Documented experience developing and/or maintaining recruitment outreach programs with outside affiliates, such as, but not limited to, professional organizations, colleges/universities, veteran services, etc.

  • Working knowledge of recruitment social media platforms, applicant sourcing sites, and/or marketing strategies.

  • Demonstrated experience with NeoGov applicant tracking system in both Insight (IN) and Online Hiring Center (OHC).

  • Working knowledge of the OSC Integrated HR-Payroll System.

Management Prefers:

  • Demonstrated experience developing, managing, and/or promoting recruitment marketing materials.

  • Experience in consulting and coaching on an executive level.

  • Strong project management, team leadership, and meeting facilitation skills.

  • Experience working on teams with multiple and changing priorities.

  • Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution

  • OR-

  • High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources

  • OR-

  • Equivalent combination or education and experience

The Human Resources Office (HR) provides comprehensive human resources and safety services to all divisions throughout the agency. Current staffing is approximately 2,000 permanent positions, plus 1,000+ seasonal/supplemental staffing. The core services include policy administration, employee relations, staff development, benefits, classification and compensation, recruitment and retention, salary administration, diversity and inclusion, performance management, safety and wellness. The HR office supports the mission of he agency by providing policy interpretation, processes, and staff development opportunities in all aspects of HR. The HR office strives to create efficient processes and services that utilize technology to enhance the processes and benefits available to employees as well as expand staff development.
