This position is assigned to the Metropolitan Police Department (MPD), Technical & Analytical Services Bureau (TASB), Records Division, Automated Fingerprint Identification System Branch (AFIS).

The Automated Fingerprint Identification System Branch (AFIS) is responsible for ensuring that Law Enforcement Officers and the residents of the District of Columbia are safe through accurate fingerprint analysis and identification and the dissemination of accurate criminal history information.

This Management Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Troubleshoots and repairs system failures or problems with documentation of service history.

  • Monitors and reports inadequate system performance to the AFIS IT System Administrator and/or Branch Manager. Maintains servers and manages system activities to optimize availability for users.

  • Analyzes weekly database audits of photographs and fingerprint images captured through AFIS to provide statistical reports. Develops a baseline understanding of each system's performance and resource utilization. Assists in the disaster recovery testing and updating/maintenance of disaster recovery scripts and documentation.

  • Responsible for monitoring AFIS Systems and continuously checks the functionality and availability of operations. Ensures system operations, such as searches, dispositions, image file conversions, mugshot image queries, and fingerprint web browser applications, and that queries are processing correctly from internal and external agencies. Reads, edits, scans and rejects poor quality AFIS fingerprint images.

  • Assists in the preparation of study summaries and collection of information for comparison of costs, time and equipment usage. Assists in developing and implementing work plans for new software, enhanced system operations, new user guidelines, etc.

  • Drafts short and long term strategies to accommodate management goals and objectives.

  • Analyzes, assesses and interprets user and system requirements for software to be used in the foreseeable future.

  • Provides assistance in setting up the interface with FBI system operations and District and certain Federal agencies.

  • Uses scientific equipment and instrumentation tools for friction ridge examination and identification.

  • Encodes known ten-print and deceased prints into AFIS terminals for the purpose of establishing an individual's identification. Purges court ordered Sealing and expungements from the AFIS database and the master file unit.

  • Supports, monitors, tests and troubleshoots hardware and software problems pertaining to the Biometric Automated Fingerprint Identification Systems. Assists with daily system backups and recovery and maintenance. Manages user accounts, data files and monitors system configuration to ensure data integrity.

  • Trains users on Automated Fingerprint Impute devices such as, Livescans, Multiprint Station and Latent Case Stations and provide assistance on the uses of system software and utilities to detectives, Assistant US Attorneys, and other approved law enforcement personnel, etc.

  • Attends AFIS Tenprint Workstation training and AFIS System Management Training with each upgrade.

  • Participates in planning, organizing and providing administrative support to branch staff. May participates and provides input from a user perspective.

  • Provides expert testimony in a court of law regarding arrestees' tenprints and mugshots captured in AFIS Livescan systems and/or manually.

  • Performs other related duties as assigned.

Licensures, Certifications and other requirements

The incumbent may be required to possess and maintain a valid driver's license.

Education

High School Diploma or equivalent is required. Associate's Degree preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to a least the CS-07 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes, but is not limited to: understanding and applying AFIS Systems; using the Henry System of Fingerprint classification; communicating effectively orally and in writing; and the ability to provide expert testimony.

  • Knowledge and application of AFIS Systems, i.e., Mugshot, Livescan and Biometrics.

  • Skill to read, edit, scan and reject poor quality AFIS fingerprint images.

  • Knowledge to monitor systems for adequate performance and early detection of irregularities.

  • Knowledge and application of the characteristics and uses of scientific equipment, instruments, and tools used in the field of friction ridge examination and identification.

  • Thorough knowledge of the Henry System of Fingerprint classification as extended and modified.

  • Demonstrated ability to conduct training on AFIS systems, such as Mugshot, Livescans and Biometrics.

  • Ability to communicate both in wiring and orally to articulate ideals and information clearly and concisely.

  • Skill to provide expert testimony regarding tenprints and mugshots of arrestees captured in the AFIS Livescan systems or manually.

  • Skill to purge court ordered Sealing and expungements from the AFIS database and the master file unit

Work Environment

The work is normally performed in a normal office environment. Duties may be performed in a mobile unit, school environment, crime scene, and/or Central Cell Block. Some work areas are without windows with artificial lighting and less than adequate ventilation.

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is "essential" and subject to rotating shifts, to include weekends and holidays.

This position is deemed as "Security Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

a. Traffic record check (as applicable);

d. Reasonable suspicion drug and alcohol test;

e. Random drug and alcohol test;

f. Return to duty or follow-up drug and alcohol test; and
