The City of Portland and Civic Life are seeking an Advisory Bodies Management Analyst to join the team.
Reporting to the Business Operations Supervisor, this position provides centralized support to Citywide advisory bodies as outlined in Resolution 37328, passed by City Council in November of 2017.
This position will oversee the implementation of the plan outlined and created by current staff and approved by Council.
The position will provide training support to bureau staff and other City staff on recruiting for and managing advisory bodies.
This position will be responsible for a training plan, a communications plan and continued support of a centralized system supporting bureau advisory bodies.
The position will also track and analyze data on the advisory bodies, and provide that data to Council, bureau leadership (citywide) and the general public, and in doing so will make recommendations to City leaders and elected officials about necessary policy or program changes.
Additionally, this position will support the way in which advisory bodies engage the City and champion lowering barriers to entry for populations that are unrepresented on those bodies, including providing technical assistance to bureaus falling short of engaging target populations.
The following job duties are typical for this position:
Assesses training, development and other organization improvement needs through consultation with internal staff and other City bureaus; Determines appropriate training needs; Develops training content using subject matter experts and designs training materials; Develops and implements training plan for staff liaisons to advisory bodies; Designs evaluation and survey instruments; Conducts interviews designed to develop and refine program effectiveness and interprets results; Prepares evaluation reports; Presents results to bureau directors and City Council as needed.

Ability to analyze administrative, operational, procedural organizational problems, evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations.
Ability to collect, evaluate and interpret data, either in statistical or narrative form.
Ability to analyze, interpret, explain and apply relevant laws, regulations, ordinances and policies.
Ability to prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience.
Ability to communicate effectively, orally and in writing; present conclusions and recommendations clearly and logically.
The following qualification is preferred but NOT required for this position:
Ability to assess, determine, develop and implement organizational training needs.
Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in business or public administration, finance or a closely related field; and at least two years of progressively responsible professional experience in administrative, operations, budgetary and similar analyses; or an equivalent combination of training and experience.
Experience in a public agency is preferred.
