Advanced System Protection (ASP) Mgr III, Program Manager, (G11)
The Raytheon Space and Airborne Systems (SAS) Advanced Electro-Optics (AEO) team is seeking a Program Manager (PM) to lead multiple programs and pursuits in our Advanced Systems and Protection (ASP) program area. This PM reports to the ASP portfolio manager in Advanced Electro-Optics (AEO) within the Advanced Concepts and Technology (ACT) business area. The ASP portfolio consists of programs expanding Raytheon's EO technology leadership positions in areas such as direct and coherent detection ladar, synthetic aperture ladar, vibrometry, IRST, EOCCM and IP protection technologies.
The ASP PM leads a team of highly capable science and engineering staff, as well as other functional support team members, to execute strategically important advanced technology development and system demonstration programs. The PM will manage multiple small and large contracts and pursuits as well as key Customer interfaces. The PM will work across all functional organizations to staff their programs and ensure the timely delivery of products and services in accordance with contract requirements and Raytheon SAS policies and procedures. The PM must establish milestones and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the meeting of program contractual and financial commitments.
The PM partners closely with ASP and AEO leadership to develop program growth strategy and plans, and drives related capture activities to achieve growth goals and commitments. This requires frequent customer and internal management interactions to ensure good communication and relationships. The individual will communicate with not only the program customer base, but be able to influence other potential customers as well as internal product line leaders to support product transition and growth. The role requires travel to customers, team members, suppliers, test sites at various locations across the US as required to ensure program success and a good customer experience.
Minimum of 10 years of experience working in science or engineering.
Bachelor's degree required in science or engineering, with Master's Degree preferred.
Minimum of 5 years of experience as a program manager, systems engineer, or related military experience for challenging technology development and demonstration programs.
Minimum 3 years of experience successfully managing Contract Research and Development (CRAD) efforts preferably for DARPA, AFRL, ONR or similar customers within classified environments.
Ability to monitor, interact and drive highly technical program execution and capture teams to support customer and company goals.
Experience with program management processes including IMS and EVMS implementation and execution, LRE and EAC generation and maintenance, risk and opportunity management and program financial planning and analysis.
Proficiency with partnering in matrixed organizations such as finance, contracts, engineering to ensure successful program execution.
Strong written, interpersonal and presentation skills and natural ability to provide compelling messaging to customers and cross-functional organization leadership.
US Citizenship is required
Current SSBI with in5 years required - must be able to obtain Top Secret
Must be able to travel between Raytheon, customer, team member, supplier and test site locations in support of program execution and growth requirements (20% travel)
Ability to focus, evaluate, motivate and reward teams, enabling them to achieve desired results and positive customer experiences.
Experience transitioning technology demo programs into EMD programs.
Proven track record maturing DoD technology development efforts into field/flight test programs.
Active and passive EO technology, system design and testing knowledge.
Demonstrated experience managing program staffing, assignments and resources working closely with functional support leaders.
Experience leading new business capture activities winning new business in a competitive DoD contract environment
Experience with Raytheon Gate approval processes working successfully with Functional organization support.
Program Certification Level 4 with ability to obtain Program Certification 3 within one year
This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
