Job Description:

Parsons is seeking an Advanced Project Engineer (Electrical) to provide technical facilities electrical engineering expertise to the Missile Defense Agency. Assess electrical technical/engineering issues and aid in evaluating technical alternatives. Support electrical planning, design, and execution of new construction, renovation, and equipment upgrade projects. Previous electrical facility project engineering experience is a prerequisite for this position. Travel 0-4 weeks per quarter.


  • Support the Government Project Manager to plan, program, design, execute, and document electrical Military Construction (MILCON) and sustainment, restoration, and modernization (SRM) projects.

  • The candidate must display the ability and experience to interact with and coordinate electrical facilities engineering tasks with the government customer, host installations, A&E firms, and executing agencies.

  • Work as part of an interdisciplinary technical team on facility projects.

  • Develop electrical project scopes of work

  • Provide electrical construction surveillance

  • Prepare project briefings in Microsoft PowerPoint and information papers in Microsoft Word

  • Draft, review, and contribute to technical reports and documentation

  • Obtain, analyze, distribute, and archive technical and contractual information

  • Draft, review, and process electrical change proposals

  • Participate in decision-making meetings with project stakeholders

  • Must also have a working knowledge of:

USACE/NAVFAC/DPW construction project execution

Construction projects, shop drawings, RFIs and submittal reviews

  • Project planning and design scoping sessions/charrettes

  • Facility electrical assessments, facility electrical operations, master planning, and environmental issues, and related impacts

Experience / Education Requirements:

  • BA/BS degree in Engineering (Electrical) and a Masters degree in Engineering

  • 12+ years of relevant experience

  • Broad general facility electrical engineering background

  • Demonstrated project electrical engineering experience in support of scheduling, planning, programming, design, construction, operations, environmental, and start-up aspects of facility/infrastructure related projects

  • Proficiency in Microsoft Office software

  • Secret clearance or the ability to obtain a clearance

Preferred/Desired Skills:

  • Familiarity with Missile Defense Agency

  • Professional Engineering (PE) license

  • PMP

Must be able to obtain, maintain and/or currently possess a security clearance.

Working under the direction of program managers and partners, the successful candidate will work on interesting and challenging projects throughout Alaska and other US locations, with task/project management duties. This is a great opportunity to work with ERM's technical experts within Alaska and the wider North American business to engage in a meaningful way in spill prevention planning and oversight and implement the latest investigation and sustainable remediation technologies. Experience and familiarity with state/federal Spill Prevention regulations, state Contaminated Sites Program regulations, and federal Resource Conservation and Recovery Act (RCRA) corrective action regulations are preferred. RESPONSIBILITIES: * Develop and renew Oil Discharge Prevention and Contingency Plans (ODPCP) and Spill Prevention Control and Countermeasure (SPCC) Plans, and provide associated site inspection support. * Interact with clients and Professional Engineers to develop and maintain ODPCP and SPCC Plans, including compliance support and development of creative solutions to enhance spill prevention compliance management programs. * Work with a team of SPCC and ODPCP professionals to provide support at large and small facilities throughout Alaska, including spill drill planning, field and desktop spill drills, and spill response. * Manage projects involving site investigation and remediation of soil, groundwater, sediments, and free-phase product for clients with complex technical/regulatory issues in the Oil & Gas sector. * Plan and oversee field work, including sampling, drilling, well installation, soil, groundwater and free-phase product assessment, vapor intrusion assessment, remedial pilot tests, and remedial system construction oversight. * Design and negotiate remedial solutions for contaminated soil and ground water, using innovative and emerging remedial treatment technologies as well as traditional systems. * Manage due diligence assessments consistent with ASTM Phase I standards and other global protocols, including broad-based compliance assessments, and follow-on Phase II environmental site assessments. * Manage multiple projects within client's scope/budget/schedule expectations and ensure quality standards on project deliverables. * Appropriately delegate project assignments to project team members and mentor junior staff. * Prepare technical proposals and participate in business development with existing clients and identified leads. Maintain client relationships that generate repeat business. * Build strong collaborative relationships with ERM employees, clients, and subcontractors. REQUIREMENTS: * Bachelors or Masters Degree in engineering, environmental science, or related discipline. * 8 to 10 years of experience, with progressive project management experience for complex spill prevention or contaminated sites projects under a variety of local, state, and federal regulatory structures. * Effective written/verbal communication and organization/analytical skills. * Environmental field work experience and 40-hour OSHA HAZWOPER certification. * Strong commitment to safety, including following established Health and Safety protocols. * Valid driver's license and a good driving record. * Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision. * Candidates with Arctic experience are preferred.
